RECOMMENDED CITY COUNCIL ACTION:                     Appoint Regular Members (and Alternates as necessary) to serve on the various Boards & Commissions of the city.

 

ITEM SUMMARY: 

 

As a follow-up to the initial appointments event conducted on August 22, 2023, the City Council will make changes to Boards & Commissions membership rosters, as needed.

 

                     This year, 144 individuals submitted applications, of which approximately 66% participated in an interview.

                     Each appointment will be for a two-year term effective October 1, 2023 through September 30, 2025, unless otherwise noted in instances of partial terms to replace vacated seats.

                     Nominations of eligible candidates will be submitted at the discretion of City Council Members, and appointments are determined by majority vote of Council.

                     Considerations for nominees include meeting attendance and general performance of incumbent members; and application, interview, and relevant knowledge, skill, and interest of all applicants.

                     Appointees must meet all eligibility requirements, partake in the Oath of Office for their respective board, and complete training on Texas Open Meetings, Public Information, and other matters relevant to their respective board, prior to active participation as a member.

                     Oaths of Office and Open Government training will be administered in September, by the City Secretary and City Attorney, as well as additional events administered by authorized staff and/or board officers.

 

BACKGROUND INFORMATION: 

 

                     The appointment of Board & Commission members is an annual process.

                     On March 1, 2022, the City Council amended its board and commission policy, limiting member terms of service as follows:

o                     Members of these boards may serve two consecutive full 2-year terms:

§                     Animal Services Facility Advisory Committee

§                     Building & Standards Commission

§                     Community Grants Advisory Commission

§                     Historic Preservation Advisory Board

§                     Library Advisory Board

§                     McKinney Armed Services Memorial Board

§                     McKinney Arts Commission

§                     McKinney Convention & Visitors Bureau dba Visit McKinney

§                     McKinney Housing Authority

§                     McKinney Housing Finance Corporation

§                     McKinney Main Street Board

§                     Parks, Recreation & Open Space Advisory Board

o                     Members of these boards may serve three consecutive full 2-year terms:

§                     Board of Adjustment

§                     Capital Improvements Advisory Committee

§                     McKinney Community Development Corporation

§                     McKinney Economic Development Corporation

§                     Planning & Zoning Commission

                     City Council conducted six (6) candidate interview sessions between July 13-August 7, 2023.

                     Applicant recruitment was conducted through a variety of means: city departments, City Council, distribution of Board & Commission informational cards at public facilities and online; staff and board participation in the McKinney Chamber of Commerce Serve McKinney event; and webpage, television, and social media advertisements.
