RECOMMENDED ACTION:                     

                     Approval of the Recommendation.

 

ITEM SUMMARY: 

                     Staff is negotiating a design contract with Parkhill, Smith & Cooper, Inc. to provide architectural and engineering services related to the design of the North Recreation Center.  

 

                     Staff does not have contract numbers at this time to provide to the Board but rather is requesting the approval to enter into design contract negotiations which will ultimately be taken before City Council for approval.

 

                                                                                                                              

BACKGROUND INFORMATION: 

                     On January 20, 2026, Council approved the purchase of 111 acres on the east side of Lake Forest and north of Bloomdale to be utilized as a civic campus that will include a multigenerational recreation center, water pumping station, public works and other civic uses. 

 

                     Parkhill, Smith & Cooper, Inc. was authorized by Council on February 3, 2026, to provide master planning services for these intended uses, which will coincide with the feasibility study for the recreation center.

 

                     An update on the Feasibility Study will be provided to City Council at the August 18, 2026 meeting. 

 

                     Contractual obligations on the land purchase require construction drawings to be completed by October of 2027.
