RECOMMENDED ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with C. Green Scaping, LP of Ft. Worth, Texas for the construction of the McKinney Light Walk at Towne Lake Park (PK 4393) for a total contract amount not to exceed $2,155,000.00.

 

                     City staff worked with LJA Engineering, Inc. on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff, along with LJA Engineering, Inc. support, recommends awarding the construction bid to C. Green Scaping, LP in an amount of $2,052,100.80 along with a $102,899.20 contingency for a total not to exceed amount of $2,155,000.00.

 

 

BACKGROUND INFORMATION: 

                     The proposed project will include constructing The McKinney Light Walk at Towne Lake Park, a trail system throughout the wooded area south of the pond that will be complete with decorative lighting to enhance and amplify the experience.

                     This is the first of several projects that are being implemented under the new Towne Lake Master Plan.

 

 

                     The City issued a Request for Competitive Sealed Proposals (25-19CSP) to solicit responses from qualified contractors for the Construction of McKinney Light Walk.

o                     Advertised in the McKinney Courier Gazette and Celina Record

o                     Posted on McKinney TV

o                     8611 matching Supplier Notifications which included fifty-two (52) Historically Underutilized Business (HUB) suppliers.

 

                     Out of 8611 supplier notifications, three (3) proposals were received and opened by Procurement Services on November 21, 2024.

 

                     A&C Construction, Inc. withdrew their proposal after submittal opening, which left two (2) proposals for the evaluation committee to evaluate.

 

                     An evaluation committee comprised of city staff reviewed and ranked the respondents based on the following criteria

o                     Proposal Price - 40 points

o                     Contract and Subcontractor Qualifications - 35 points

o                     Capability to Perform Work - 25 points

 

                     The evaluation committee recommends awarding a contract to the highest ranked respondent, C. Green Scaping, LP.

 

FINANCIAL SUMMARY: 

                     This project (PK4393) is a FY24-25 Capital Improvements Program funded by MCDC, bond and parkland dedication funds.

 

                     Upon approval of this item, $4,592,292.54 will remain in PK4393, with an additional $2,500,000 bond funding planned for issuance in late FY25.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On Dec 12, 2024, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
