ITEM SUMMARY:
• This Resolution authorizes an award of a fixed price contract with Jim Bowman Construction Company, L.P. of Plano, Texas and Alderink Enterprises, Inc. dba CI Pavement of Grand Prairie, Texas for Concrete Street and Concrete Sidewalk Repairs.
BACKGROUND INFORMATION:
• The City issued Invitation to Bid 24-03FP Concrete Street and Concrete Sidewalk Repairs on May 12, 2024.
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 617 matching eBid supplier notifications which included twenty-nine (29) Historically Underutilized Business (HUB) suppliers
• In response to all notices published, six (6) bids were received on May 30, 2024.
• An evaluation team comprised of staff from Procurement Services and Public Works reviewed and ranked the bids based on the following criteria:
o 50 Points: Purchase Price
o 20 Points: Reputation of the Bidder and of the Bidder’s Goods and Services through verified reference checks
o 20 Points: Bidder’s Capacity to Perform the Work - Review of Equipment and Personnel Lists
o 7 Points: Response Time to Emergency Calls
o 3 Points: McKinney Local Presence
• The evaluation team has recommended awarding Jim Bowman Construction Company, L.P. as the primary contract and Alderink Enterprises, Inc. dba CI Pavement as the secondary contract for concrete street and concrete sidewalk repairs on an as needed basis.
• Staff has recommended a primary and a secondary contract award to help streamline and expedite projects and avoid project delays.
• Contract will commence on date of award and continue for one (1) year period with two (2) one-year renewal options
FINANCIAL SUMMARY:
• Estimated annual spend for this contract award is $4,000,000 and is currently budgeted in the Public Works Street and General Maintenance (CIP) accounts.
