Consider/Discuss/Act on a Resolution Approving an Amendment to the Updated Parks, Recreation & Open Space Master Plan

 

Summary

 

COUNCIL GOAL:                     Operational Excellence

(2C: Through the use of dashboards, performance management tools and new technologies, identify opportunities for internal inefficiencies and continuous improvement to foster and reinforce a high performing organizational culture.)

(2D: Implement performance management practices that include developing and training staff and Board and Commission members and schedule joint City Council and Boards and Commissions meetings to encourage alignment with City Goals & Priorities)

RECOMMENDED COUNCIL ACTION:                     

                     Staff is recommending approval of the Master Plan amendment.

 

ITEM SUMMARY: 

                     The Parks and Recreation Department is currently working towards CAPRA accreditation, which is the Commission for Accreditation of Parks and Recreation Agencies.  This is the only national accreditation for park and recreation organizations and the accreditation is a valuable measure of an organization’s overall quality of operations, management, and service to the community.  This accreditation demonstrates that the Parks and Recreation Department is providing McKinney with the highest level of service.

 

                     This accreditation process typically takes 2-3 years capturing 154 standards that measure every aspect of operations and requires coordination with many other city departments.

 

                     There is an extensive list of requirements needed for this accreditation, and one of which is certain items to be included within the overall Parks Master Plan.  This amendment includes the following CAPRA required items that were previously not included:

 

                     Achievements since the last master plan update

                     Department Mission Statement

                     Department EPIC Values and HPO Philosophy

                     City RISE Values and vision statement

                     An index for TPWD and CAPRA Compliance with their location in the plan

                     A summary on administration, maintenance, and operations.

                     Recreation and Leisure Trends Analysis

 

 

                                                                                    

BACKGROUND INFORMATION: 

                     The current Parks Master Plan was adopted in 2017 with an Update occurring January 2023. 

 

                     The Parks Master Plan is a comprehensive and long-range strategy which provides a road map for planning park improvements to ensure the park system serves the needs of the community today and tomorrow.

                     On April 11, 2024, the Parks, Recreation and Open Space Advisory Board was briefed on this item.
