ITEM SUMMARY: 

•                     This Resolution authorizes annual contracts with Jim Bowman Construction Company, L.P. of Plano, TX; Garret Shields Infrastructure, LLC of Frisco, TX; and Alderink Enterprises dba CI Pavement of Grand Prairie, TX for concrete street and sidewalk repairs.

•                     The contracts provide unit-price concrete repair services for City infrastructure, including the removal and replacement of deteriorated or damaged concrete pavement, sidewalks, driveways, and related concrete appurtenances. Work may include demolition, disposal, site preparation, placement and finishing of new concrete, and restoration of affected areas.

 

BACKGROUND INFORMATION: 

•                     Each year, the Public Works Department evaluates concrete infrastructure and completes repairs using both City crews and contractors. Contracted work is performed under unit-price contracts and is prioritized based on resident service requests, pavement condition data, observed deficiencies, safety considerations, and staff evaluations. Using both in-house staff and contractors provides the flexibility and capacity needed to complete repairs efficiently and cost-effectively.

 

•                     The City issued Request for Proposal 26-45RFP, Concrete Street and Sidewalk Repairs, on June 26, 2026.

o                     Sent 346 matching supplier notifications through Bonfire

 

•                     Six (6) proposals were received on July 30, 2026, from the following respondents:

o                     Jim Bowman Construction Company, L.P.

o                     Garret Shields Infrastructure

o                     Alderink Enterprises dba CI Pavement

o                     Cam-Crete Constructing Inc

o                     Vlex Construction LLC

o                     Precision Road Services

 

•                     The Street Division and Procurement Services evaluated the proposals based on pricing, project management and staffing, experience and qualifications, responsiveness and capacity, and local vendor preference.

 

•                     The evaluation team recommends awarding contracts to the three (3) highest-ranked firms: Jim Bowman Construction Company, L.P. as the primary contractor; Garret Shields Infrastructure, LLC as the secondary contractor; and Alderink Enterprises dba CI Pavement as the tertiary contractor.

 

•                     Staff recommends establishing primary, secondary, and tertiary contractors to expedite work assignments, maintain contractor capacity and availability, and reduce the potential for project delays.

 

•                     The contracts will commence upon award and have an initial term of one (1) year, with three (3) one-year renewal options. Vendors may request a price adjustment based on the Consumer Price Index (CPI) at least 90 days before the applicable anniversary or renewal date. The City may negotiate or decline any requested adjustment.

 

FINANCIAL SUMMARY: 

•                     Total annual expenditures under all contracts are estimated at $4,000,000 and are budgeted in the Public Works Street and General Maintenance (CIP) accounts.

•                     Expenditures will be based on actual work authorized and completed on a unit-price basis. The City does not guarantee a minimum amount of work or expenditures under the contracts.
