ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $703,830.00, as well as all required supplemental agreements thereto, with Pape - Dawson Engineers, LLC for professional consulting engineering services for the East McKinney Drainage Study and Street Rehabilitation Project (DR2224 and ST2224), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $790,000.00.
BACKGROUND INFORMATION:
• The city plans to enter into an agreement with TxDOT to upgrade the storm system along SH 5 from FM 546 / Harry McKillop Boulevard to US 380 to be constructed concurrent with the planned reconstruction of SH 5 by TxDOT. Due to the future agreement with TxDOT to upgrade the storm sewer, a study is needed east of SH 5 to evaluate the capacity of the existing pipes and determine the size of the future storm system.
• Improvements to existing roads and alleys in the vicinity of the drainage study will also be needed based on the age of pavement.
• The FY24-28 Capital Improvement Program (CIP) includes funding for East McKinney Drainage Study and Street Rehabilitation.
• Street rehabilitation includes Finch Avenue and McMakin Street from S McDonald Street to Amscott Street.
• Alley improvements will be made within Cottonwood Park and the alley between Carrington Street and Amscott Street.
• The project scope of work includes preliminary design alternatives of street and drainage improvements, final design of street and drainage improvements, topographical and boundary survey, environmental studies, and public involvement.
• Design will incorporate street pavement improvements, on-street parking, underground utilities, storm drainage system, pedestrian walkways/ADA accessibility, and other associated street elements.
• Pape - Dawson Engineers, LLC submitted a response to 21-17RFQ for On-call Drainage and Floodplain Management services and was one of six (6) firms shortlisted by City Council on September 7, 2021.
• Pape - Dawson Engineers, LLC submitted a proposal for this project in the amount of $703,830.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Design Phase Services)
o Special Services (Surveying for Design, Construction Administration, ROW/ Easement Documents, Franchise Utility Coordination, Subsurface Utility Engineering and Environmental Investigation)
• The fee for basic services is $507,535.00 and the fee for special services is $196,295.00.
• Pending approval of this item, preliminary design would begin immediately. Final design will begin once an alternative is selected.
FINANCIAL SUMMARY:
• The Resolution authorizes a design contract and any necessary supplemental agreements with Pape - Dawson Engineers, LLC for an amount not to exceed $790,000.00. Professional services under this contract will utilize the following projects and funding accounts:
o Project DR2224 - Account 62 - Drainage (25.32%) - $200,000.00
o Project ST2224 - Account 21 - Streets (74.68%) - $590,000.00
• Upon approval of this item, $0 will remain in Project DR2224 and ST2224.
• Additional funding for construction of this project is anticipated to be issued through Street General Obligation Debts in FY24.
