RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $159,980, as well as all required supplemental agreements thereto, with Gresham Smith for professional consulting engineering services for the Wilson Creek Manholes Project (CIP Project WW2550), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $185,000.

 

BACKGROUND INFORMATION:

                     An Interlocal Agreement (ILA) between the City and North Texas Municipal Water District (NTMWD) was approved by City Council on August 6, 2024. 

                     Per the ILA, NTMWD is to pay for increasing the rim elevation of up to eighteen (18) manholes within the McKinney-owned portion of the Wilson Creek Sewer System.

                     Raising the manhole rim elevations to an elevation above the model predicted hydraulic grade line (HGL) will reduce the likelihood of model predicted Sanitary Sewer Overflows (SSOs) until the NTMWD’s Stover Creek Lift Station and Force Main projects are operational in late 2028.

                     To date, no observable reportable SSOs have occurred along the Wilson Creek Trunk Sewers, however the current average daily flow is considerable and a number of significant developments upstream of the trunk sewer are expected to come online within the next 12 to 24 months which will raise the HGL in wet weather events. The proposed raising of the 18 manholes will be permanent changes to the trunk sewers which will remain intact upon completion of the Stover Creek Lift Station and Force Main Projects.

                     The ILA requires NTMWD to escrow 125% of the design and construction costs to fund the project.  The executed ILA is included as an attachment to this item.

                     Gresham Smith submitted a response to 24-47RFQ for On-Call Utility Design Services. They were one of sixteen (16) firms shortlisted by City Council on September 17, 2024.

                     Gresham Smith submitted a proposal for this project in the amount of $159,980 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Project Management/Coordination, Technical Evaluation, Preliminary Engineering, Final Design, and Bid Phase Services)

o                     Special Services (Construction Administration, Surveying for Design, and visual inspection of manholes via CleverScan)

                     The preliminary opinion of probable construction cost is $347,000.

                     The fee for basic services is $125,810 (36.3% of the engineer’s opinion of probable cost of construction) and the fee for special services is $34,170 (9.8% of the engineer’s opinion of probable cost of construction).

                     Design of this project is anticipated to take approximately 6 months to complete with construction estimated to begin in summer of 2025.

 

FINANCIAL SUMMARY:

                     This Resolution authorizes a design contract and any necessary supplemental agreements with Gresham Smith for an amount not to exceed $185,000.

                     Funding for this contract is included in the Capital Improvements Program (WW2550).

                     With the approval of this item, $15,000 will remain in WW2550.
