RECOMMENDED ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with A&C Construction, Inc. of Irving, Texas for the construction of the Erwin Park Improvements (PK 9143) for a total contract amount not to exceed $10,800,983.

 

                     The proposed improvements to Erwin Park will include the removal of the existing restrooms and pavilions, the construction of underground utilities to new restroom and shower facilities, a maintenance building, new pavilions, an overlook structure, an enhanced park entry, concrete-paved parking lots, road resurfacing, a concrete looped hike and bike trail, and campsite utilities.

 

                     City staff worked with Teague Nall and Perkins, INC on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff, along with Teague Nall and Perkins, INC support, recommends awarding the construction bid to A&C Construction, Inc. in an amount of $10,088,000.00 along with a $712,983.00 contingency for a total not to exceed amount of $10,800,983.00.

 

 

BACKGROUND INFORMATION: 

                     Teague Nall & Perkins, INC recently completed the design of these improvements.

 

                     TNP submitted a response to RFQ No. 25-57 for Professional Landscape Architect Services for Parks CIP Projects. TNP was one of ten firms shortlisted by City Council on December 2, 2025, via Resolution No. 2025-12-196.

 

                     On April 15th, 2025, City Council approved Resolution No. 2025-04-059 authorizing the City Manager to execute a purchase agreement with Romtec, Inc. to provide structures and accompanying design documents for the restroom buildings, a maintenance building, shower building, and overlook structure to be constructed with the Erwin Park Improvements Project.

 

                     The City issued a Request for Competitive Sealed Proposals (26-62CSP) to solicit responses from qualified contractors for the Construction of the Erwin Park Improvements.

                     Out of 619 supplier notifications, six (6) proposals were received and opened by Procurement Services on May 14th, 2026.

 

                     An evaluation committee comprised of city staff and TNP staff reviewed and ranked the respondents based on the following criteria

o                     Proposal Price - 40 points

o                     Offeror’s Narrative Approach - 30 points

o                     Contractor and Subcontractor Qualifications - 30 points

 

                     The evaluation committee recommends awarding a contract to the highest ranked respondent, A&C Construction, Inc.

 

FINANCIAL SUMMARY: 

                     This project (PK9143) is a FY25-26 Capital Improvements Program funded by MCDC and parkland dedication funds.

 

                     Upon approval of this item and accompanying materials testing contract, $0 will remain in PK9143.

 

                     An associated Budget Amendment is also for on this meeting agenda for Council’s consideration.

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Parks, Recreation and Open Space Advisory Board recommended approval of the resolution at the June 11, 2026 meeting.
