RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Color-Ad Inc. for the fabrication and construction of wayfinding signage citywide for a total contract amount not-to-exceed $2,347,000.

 

BACKGROUND INFORMATION: 

                     After the adoption of the Wayfinding Master Plan on December 6, 2022, the team began to work on the implementation. The first phase will be to fabricate and install 173 vehicular wayfinding signs. 

                     The City issued Request for Proposal 24-02RFP for 2024 Citywide Wayfinding Signage on October 15, 2023

o                     Advertised in the McKinney Courier Gazette and Celina Record

o                     Posted on McKinney TV

o                     361 matching eBid supplier notifications which included sixteen (16) Historically Underutilized Business (HUB) suppliers.

                     Out of the 361 matching supplier notifications, eight (8) proposals were received and opened by Procurement Services on November 30, 2023.

o                     Bayou Graphics

o                     Color-Ad Inc.

o                     Comet Signs

o                     Geograph Industries

o                     Image Manufacturing Group, LLC

o                     Intex United, Inc.

o                     LMC Corporation

o                     SSC Signs

                     The response received by Bayou Graphics was deemed non-responsive because they did not submit the required samples as outlined in the RFP. The remaining seven proposals were then evaluated.

                     An evaluation team comprised of City staff reviewed and ranked the proposals on the following criteria outlined in the RFP:

o                     30 Points - Similar Project Experience

o                     35 Points - Quality of Production

o                     25 Points - Project Cost

o                     10 Points - Project Schedule

                     The bidders submitted a small-scale sign sample and the City Technical Advisory Committee, comprised of various city departments, was invited to evaluate and provide feedback.

                     Color-Ad Inc. was requested to submit their Best and Final Offer (BAFO) after ranking the highest out of all the respondents. Their BAFO resulted as the 4th lowest project cost out of the seven proposals. As a result, the evaluation team recommends awarding a contract to Color-Ad Inc.

                     The project is anticipated to be substantially complete by December 2024.

 

FINANCIAL SUMMARY: 

                     Funding ($3,310,000) is provided by the Capital Improvement Wayfinding Implementation Project (TR2237).

                     With the approval of this item, $963,000 will remain in TR2237.
