ITEM SUMMARY:
• This Resolution authorizes a supplemental agreement with WSB, LLC to provide additional professional engineering services for the design of the James Pitts Drive Realignment Project (ST2233) for an increase in the not to exceed from $650,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $700,000.
BACKGROUND INFORMATION:
• WSB, LLC is currently under contract with the City for design services related to the James Pitts Drive Realignment Project (ST2233) (Resolution Number 2024-02-029R). As design on the project has progressed, the following additional services will be required which were not included WSB, LLC’s original contract:
o Construct an extension of the trail along the south side of Bloomdale Road and extend the existing culvert under Bloomdale Road to accommodate the trail
o Construct a retaining wall along the Life Path Crisis Center Development to avoid loss of parking spaces
o Modify the existing block retaining wall and handrail at drainage structure to accommodate grading for roundabout
o Prepare a USACE Impact Mitigation Plan, if needed, in response to Nationwide Permit Application for construction within jurisdictional boundary
• Design of the project began in February 2024 and is expected to be completed by September 2026.
• WSB, LLC submitted a response to RFQ 24-46RFQ for On-Call Roadway Professional Services. They were one of fourteen firms shortlisted by City Council on September 17, 2024. Resolution Number 2024-09-158(R).
• WSB, LLC submitted a proposal for $77,280 for these additional services ($650,784 aggregate contract total), which has been reviewed by staff and exceeds the previously authorized not to exceed amount of $650,000.
FINANCIAL SUMMARY:
• This Resolution authorizes a supplemental agreement with WSB, LLC for an increase in the not to exceed contract amount from $650,000 to a total aggregate contract amount, inclusive of any additional supplemental agreements, not to exceed $700,000.
• Funding for this contract is included in the Capital Improvements Program (ST2233).
• With approval of this item, $1,818,500 will remain in project ST2233.
