ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute an Advance Funding Agreement (AFA) in the amount of $1,409,655.41 for Voluntary Local Government Contributions to Transportation Improvement Projects with the Texas Department of Transportation (TxDOT) for the construction of Continuous Illumination, Upgraded Drainage Systems, and Upgraded Median Treatments along State Highway 5 (SH 5) between Spur 399 and McMakin Street under CIP Projects ST2136 and DR2136.
BACKGROUND INFORMATION:
• TxDOT’s design for SH 5 roadway improvements from Spur 399 to McMakin Street is underway referenced as CSJ 0047-05-057. The planned improvements to SH 5 include a complete reconstruction as a 4 to 6-lane divided roadway. Construction of the planned improvements is estimated to begin in early 2025 following City of McKinney water/wastewater and Franchise Utilities’ relocations.
• The FY24 Capital Improvement Plan budget includes construction funding under CIP Projects ST2136 and DR2136 for the following improvements requested by the City of McKinney to be incorporated into TxDOT’s roadway improvements for SH 5 from Spur 399 to McMakin Street:
o Installation of continuous median-mounted roadway lighting and City of McKinney median conduit systems for illumination, irrigation, and fiber conduit along SH 5 from south of FM 546 / Harry McKillop Boulevard to McMakin Street
o Construction of underground drainage systems upgraded from TxDOT’s 5-Year storm design to 50-Year storm design to meet the City of McKinney’s design criteria along SH 5 from Wilson Creek to McMakin Street
o Construction of colored textured concrete in lieu of TxDOT’s standard Rock Riprap on medians along SH 5 from FM 546 / Harry McKillop Boulevard to McMakin Street
• The City is currently under contract with HDR Engineering, Inc. who is providing professional consulting engineering services for the design of continuous roadway illumination along SH 5 from south of FM 546 / Harry McKillop Boulevard to Powerhouse Street (CIP Project TR2020).
• The City previously contracted CP&Y, Inc. dba STV Infrastructure to provide professional consulting engineering services for the preparation of a 50-Year storm drainage analysis along SH 5 from Wilson Creek to US 380 using TxDOT’s 5-year storm drainage analysis as a baseline comparison (CIP Project DR2136).
• TxDOT has currently retained HDR Engineering, Inc. for design of planned roadway improvements to SH 5 from Spur 399 to Powerhouse Street.
• HDR Engineering, Inc. has retained CP&Y, Inc. dba STV Infrastructure as their subconsultant performing professional services associated with drainage improvements to SH 5.
• An AFA between the City and TxDOT must be fully executed for TxDOT to utilize the funding to construct the improvements requested by the City.
• Upon execution of this agreement, the City will submit payment to TxDOT for the local contribution in the amount of $1,409,655.41.
FINANCIAL SUMMARY:
• This Resolution authorizes an Advanced Funding Agreement with the Texas Department of Transportation (TxDOT) in the amount of $1,409,655.41.
• Funding for this agreement is included in the Capital Improvements Program (ST2136 and DR2136)
o ST2136 (Fund 21) - $917,763.43 (65.1%)
o DR2136 (Fund 62) - $491,891.98 (34.9%)
• With the approval of this item and accompanying materials testing contract, the following fund balances will remain in each respective project.
o $404,073.57 will remain in Project ST2136.
o $757,130.02 will remain in Project DR2136.
