RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes an amendment to the contract to provide complete construction manager at risk (CMAR) services related to the construction of the McKinney National Airport Commercial Terminal located at 1910 FM 546, McKinney, Texas 75069.
• The selected consultant, Swinerton Builders submitted a proposal to provide additional CMAR services for the McKinney National Airport Commercial Terminal (DTX) for additional scope of services including the construction of:
o Ramp Ops Support Building (approximately $1.8 million)
o Concession Area (approximately $1 million)
o Airline Office Area (approximately $85,000)
• The proposal submitted would not increase the overall project costs for this eastside development or require the need for additional funding and would be primarily financed by the use of project buyout savings, reconciliation of included project allowances, and remaining project owner and contractor contingencies amounts.
• The proposal submitted would increase the total authorized amount of the Swinerton CMAR services contract (currently at $57,997,386.00) by an additional Four Hundred Thousand and No/100 Dollars ($400,000.00) to an overall not to exceed value of Fifty-eight Million, Three Hundred Ninety-seven Thousand, Three Hundred Eighty-six and No/100 Dollars ($58,397,386.00).
BACKGROUND INFORMATION:
• Swinerton Builders is a national construction firm and a top aviation construction firm providing industry-leading commercial construction and construction management services for over 100 years. They have successfully completed multiple projects for many other municipalities and are nearing a successful completion on another McKinney National Airport project.
• A preconstruction agreement was approved by City Council on February 18, 2025.
• An initial GMP amendment to the preconstruction agreement was approved by City Council on April 15, 2025.
FINANCIAL SUMMARY:
• The Resolution authorizes the City Manager to execute an amendment of Four Hundred Thousand and No/100 Dollars ($400,000.00) to the existing agreement for professional CMAR services, including potential changes to the scope of services, with Swinerton Builders for an amount not to exceed Fifty-eight Million, Three Hundred Ninety-seven Thousand, Three Hundred Eighty-six and No/100 Dollars ($58,397,386.00).
• Upon approval of this item $1,095,673.52 will remain within Project AI2250.
