RECOMMENDED CITY COUNCIL ACTION:

                     Receive and discuss report before submittal to the U.S. Department of Housing and Urban Development (HUD).

 

ITEM SUMMARY:

                     CDBG regulations require grantees to submit a Consolidated Annual Performance Evaluation and Report (CAPER) to HUD within 90 days of the close of each grant year.

                     The CAPER is a combination of reports generated by HUD’s reporting system and a narrative written by the city.  Items included in the CAPER consist of the following:

o                     Assessment of 3 to 5 year goals and objectives, including review of past year performance, including the Housing Rehabilitation and Public Service programs.

o                     Discussion of the city’s actions to affirmatively further fair housing.

o                     Number of low and moderate income households assisted with affordable housing.

o                     Discussion of the Continuum of Care actions regarding homelessness.

o                     Discussion of the city’s evaluation and reduction of lead-based paint hazards.

o                     Discussion regarding public housing initiatives.

o                     Ensure compliance with program and comprehensive planning requirements.

o                     Discussion of resources leveraged within the community.

o                     A self-evaluation regarding activities, schedules and grant disbursements.

 

BACKGROUND INFORMATION:

                     This CAPER is prepared for the reporting period of October 1, 2008 to September 30, 2009 and submitted for the City of McKinney.

o                     All previous reports were reviewed and approved by HUD. Upon review of past reports by HUD’s Regional Director, the City of McKinney has continued to meeting compliance requirements. In addition, the CDBG program continues to meet or exceed varied performance measurement goals under Housing Rehabilitation and Public Services.  The primary goal of Grant Administration is to ensure timeliness of expenditures within guidelines, complete compliance and program monitoring; and meeting reporting requirements.

o                     The public will be able to review the report online on the city’s website and in two city locations, Community Services Department and the Roy and Helen Hunt Library during the public comment period. 

o                     A minimum of 15 days is required for review prior to Council review and approval; additional review days will be provided to offset the Holiday closings. The public comment period will begin November 20 - December 7, 2009.

 

                     During the reporting period, all activities, with the exception of Housing Rehabilitation were completed and closed in HUD’s IDIS (Integrated Disbursement Information System) system.  The Housing Rehabilitation program carries a balance forward each year, in which that funding is used prior to new funding.

 

SPECIAL CONSIDERATIONS:  None

 

FINANCIAL SUMMARY:

                     The CDBG grant allocation totaled $520,856 for FY 2008-09, plus $170,683 reallocated funds from previous grant cycles.

                     The program expended $572,542.03 for the year; a total of $ 411,438.26 was reimbursed to the city during the reporting period.

o                     The expended balance, $161,103.77 will be reimbursed to the city before the end of the calendar year to close the grant. 

o                     Any minimal funds unspent will be requested for reallocation under the Housing Rehabilitation program under fiscal year FY 2010-2011.

 

BOARD OR COMMISSION RECOMMENDATION:  The Community Grants Advisory Commission approved the CAPER performance measurements on November 18, 2009.  The public will have an opportunity to provide comments during the period of November 20 - December 7, prior to the City Council regular meeting on December 15, 2009.
