RECOMMENDED CITY COUNCIL ACTION:                     

                     Conduct a Public Hearing to Consider/Discuss the City’s performance for Program Year 2024-2025 and the Consolidated Annual Performance Evaluation Report (CAPER) for U.S. Department of Housing and Urban Development (HUD) programs.

 

ITEM SUMMARY:

                     The city’s fiscal year and reporting period for HUD funds begins October 1 - September 30 of each year. HUD requires grantees to submit a year-end report known as the CAPER to evaluate performance within HUD program requirements, which includes the HOME Investment Partnerships Program (HOME) and Community Development Block Grant (CDBG) funding. HUD’s Integrated Disbursement and Information System provides HUD with current information regarding the program activities including the following:

o                     Assessment of program goals, objectives, and funding activities.

o                     Discussion of city actions and activities on affirmatively furthering fair housing.

o                     Continuum of Care actions under the city and Collin County area on homelessness and prevention; public services and housing activities.

o                     Public housing initiatives and activities that support affordable housing from other agencies, examples of compliance with program and planning requirements.

o                     Self-evaluation of performance and citizen participation.

 

BACKGROUND INFORMATION:

                     Each year, the city submits an Annual Action Plan outlining the proposed performance and activities to address the needs identified in the 5-year Consolidated Plan for the upcoming program year. The city submitted the 2024-2025 Annual Action Plan in August 2024 to HUD. The total allocation for this program year was $912,415; under the CDBG program, and $346,342.18 under the HOME program.

                     Federal regulations require grantees to submit a year-end report known as the CAPER to evaluate performance within each program’s requirements. The 2024-2025 CAPER is a summary of accomplishments for the reporting period of October 1, 2024 - September 30, 2025.

                     CDBG. All activities must meet the requirement of using a minimum of 70% or more of all funds to benefit low-to-moderate income households.

o                     The CDBG program leverages community development resources to predominately benefit eligible low-to-moderate income persons and households, which is a national objective of the CDBG program. For the 2024-2025 program year, the city, in partnership with local service providers, utilized CDBG funding to assist 755 eligible low-to-moderate income McKinney persons and households through the public services and housing rehabilitation program. All programs met the minimum requirements and the CDBG program provided the following activities:

§                     The Samaritan Inn - provided case management services to assist homeless shelter residents and families.

§                     CASA of Collin County - provided court-appointed assistance to abused and neglected children.

§                     Communities in Schools - in its final year provided academic and life skills assistance to elementary school-aged at-risk youth at Caldwell Elementary.

§                     Hope’s Door New Beginnings - provided counseling and survivor services to domestic violence victims.

§                     Meals on Wheels - assisted senior citizens with meal delivery.

§                     Housing Rehabilitation Program - assisted seven homeowners with repairs.

§                     McKinney affirmatively furthered fair housing through public education, outreach, and housing activities.

o                     In addition, the city continued its partnership with the McKinney Housing Authority to develop and address affordable housing and the agency’s direct activities were consistent with the Consolidated Plan. The city also continued to support the Continuum of Care, Housing Forward, with its participation in the annual Point-in-Time Count, Collin County Homeless Coalition, McKinney Homeless Coalition, and multi-city discussions on efforts to eradicate homelessness within the North Texas region.

o                     Grant administration provides support for the overall CDBG program, including public education, monitoring, and outreach. The statutory limit for use is 20% of the total allocation. The total allocation for grant administration in program year 2024 was $182,483. The city utilized 18.1% of the funds ($169,822.54) for grant administration.

o                     The city expended a total $661,440.86 of its allocation. The remaining balance of $250,974.14 will be reallocated back into housing and community development programs in the next program year.

                     HOME. The city was confirmed as a new participating jurisdiction and received an allocation of $342,346.18, with a $158,586.82 match from the State of Texas for a total of $500,933 in HOME funds, to assist eligible residents with Tenant Based Rental Assistance (TBRA). The TBRA program advanced affordable housing goals and successfully provided rental assistance to stabilize 10 low-income households. Additionally, the city exceeded its federal match requirement by contributing local funds in the amount of $84,277 to operate the McKinney Voucher Program (MVP), which assisted 12 low-to-moderate income elderly households with local rental subsidies, expanding the overall housing assistance capacity beyond the federal programs.

                     The city published an initial notice for public comments and an additional notice for comments ending December 30. The city’s self-evaluation has determined it has met performance requirements under the Consolidated Plan and effectively leveraged local and federal resources to benefit eligible low-to-moderate income persons. HUD will provide an update to the city in the first quarter of 2026 regarding its evaluation.

 

Financial Summary

                     For the 2024-2025 program year, the city was awarded an allocation of $912,415.00 in CDBG funds and $342,346.18 in HOME funds.
