MEETING DATE: December 15, 2009 - Regular Meeting
DEPARTMENT: Development Services - Planning
CONTACT: Kevin Spath, AICP, CFM, Senior Planner
Craig Sykora, Planner
RECOMMENDED CITY COUNCIL ACTION: Staff recommends approval of the proposed Ordinance.
BOARD OR COMMISSION RECOMMENDATION: On October 27, 2009, the Planning and Zoning Commission voted unanimously to recommend approval of the proposed minor amendments to the Comprehensive Plan.
ITEM SUMMARY: Staff is proposing minor amendments to the Comprehensive Plan.
On December 15, 2009, the City Council tabled the item and left the public hearing open due to technical difficulties with the document's attachments.
· The proposed minor amendments include: reformatting the document; correcting typographical errors; refining outdated text, graphics, figures, and maps to reflect current conditions; and integrating recently completed updates of supporting engineering/planning studies and models.
PROPOSED MINOR AMENDMENTS:
· As stated in the Implementation Section of the Comprehensive Plan, periodic refinements are necessary to keep the Comprehensive Plan up-to-date and calibrated to community changes. The current Comprehensive Plan underwent a major update in 2003-2004 and also underwent amendments in 2005, 2006, and 2008.
· Since the beginning of this year, Staff has been compiling a list of relatively minor amendments as described below. None of these proposed amendments are policy-related.
· General reformatting of the entire document to reflect the new City logo and color scheme.
· Correcting typographical errors that have been discovered throughout the document.
· Refining outdated text, graphics, and figures to reflect current conditions (i.e. population; city and ETJ boundaries; land use; etc.).
· Refining maps to reflect boundary changes (city limits and ETJ) and projects completed since 2003 (i.e. existing land use map; future land use map; future land use module map; master thoroughfare map; school district map, etc.).
· Integrating recently completed updates of supporting engineering/planning studies and models (i.e. Development Simulation Model; Water and Wastewater Master Plan).
· Staff had hoped to integrate an update of the Parks, Recreation and Open Space Master Plan into Section 9 of the Comprehensive Plan. However, the update process is not yet completed (the Parks, Recreation and Open Space Plan update was most recently discussed at a City Council Work Session on August 24, 2009). When the Parks, Recreation and Open Space Plan update is finally completed and adopted, City Staff will run another amendment in order to incorporate the associated changes into the Comprehensive Plan.
