RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager, or designee, to execute a contract and all necessary change orders with Kimley-Horn and Associates, Inc. for ST2636 - Glen Oaks Drive & Ridge Road Roundabout Analysis and Preliminary Design for a total contract amount not-to-exceed $290,000.

 

BACKGROUND INFORMATION: 

                     In 2019, the Engineering Department contracted with Kimley-Horn and Associates, Inc. to identify feasible locations for roundabout intersections citywide. The study identified the intersection of Glen Oaks Drive and Ridge Road as roundabout candidate.

                     In 2020, an Intersection Control Evaluation (ICE) for the Glen Oaks Drive and Ridge Road intersection was completed by Kimley-Horn and Associates, Inc. The analysis compared various scenarios including maintaining the intersection as an all-way stop-controlled, retrofitting into a roundabout, or installing a traffic signal. Based on all the factors analyzed, the report determined that a retrofit of this intersection into a multilane roundabout provides the best long-term solution, improves intersection safety, and provides adequate level of service for projected traffic volumes.

                     On March 17, 2026, Engineering provided City Council an update on intersection crash history patterns from 2014-2025, benefits between a signal versus a roundabout, and crash history patterns for the existing multilane roundabouts on Wilmeth Road. City Council recommended we conduct additional analysis for the roundabout concept and develop preliminary design plans.

                     Kimley-Horn and Associates, Inc. submitted a response to 24-14RFQ for Traffic Studies/Services.  They were one of six firms shortlisted by City Council on March 5, 2024. They also submitted a response to 24-46RFQ for On-call Roadway Design Services. They were one of fourteen firms shortlisted by City Council on September 17, 2024.

                     Kimley-Horn and Associates, Inc. submitted a proposal for this project in the amount of $265,250. The scope includes the following elements:

 

                                          Traffic Analysis Update

                                          Public Engagement (includes updated renderings)

Preliminary Design (includes survey, utility coordination, and right-of-way easement documents)

School Traffic Management Plan

 

 

FINANCIAL SUMMARY: 

                     Funding is provided by the Capital Improvement Program project (ST2636).

                     Upon approval of this item, $346,800 will remain in ST2636.
