RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $115,532.00, as well as all required supplemental agreements thereto, with Gresham Smith for professional consulting engineering services for the Gerrish Pump Station Sewer Improvements Project (WW2338), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $133,000.00.

 

BACKGROUND INFORMATION:

                     The project will involve design services to address the deficiencies shown by the television inspection report on the 8-inch sewer line which crosses and parallels a 24-inch water transmission line at the Gerrish Pump Station.

                     The design services include the following preliminary alternative alignment options and final design of the selected alignment:

o                      The first option will utilize the existing utility easements and alignment for rehabilitation or replacement in between Manholes 6476MH and 2485MH and new alignment from 2485MH to connect to the 18-inch sewer.

o                     The second option will include a new alignment connecting to existing sewer manholes or sewer lines in the project vicinity with adequate grade.

o                     Abandonment plan of approximately 500 linear feet of sewer line between 6476MH and 2411MH.

                     Gresham Smith submitted a response to 21-42RFQ (Category 1) for On-call Utility Professional Services and was one of thirteen firms shortlisted by City Council on September 7, 2021.

                     Gresham Smith submitted a proposal for this project in the amount of $115,532.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Preliminary & Final Engineering Services and Bid Phase Services)

o                     Special Services (Surveying, Subsurface Utility Engineering, ROW/ Easement Documents, Geotechnical Investigation and Construction Administration)

                     The fee for basic services is $67,188.00 and the fee for special services is $48,344.00.

                     Pending approval of this item, preliminary design would begin immediately. Final design will begin once an alternative is selected.

FINANCIAL SUMMARY:

                     The Resolution authorizes a design contract and any necessary supplemental agreements with Gresham Smith for an amount not to exceed $133,000.00.

                     Funding for this contract is included in the Capital Improvements Program (WW2338).

                     With the approval of this item, $77,089.11 will remain in project WW2338.
