RECOMMENDED ACTION:
• Approval of the Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with CGC General Contractors, of Haltom City, Texas for the construction of the Grady Littlejohn Improvements (PK 2448) for a total contract amount not to exceed $3,700.000.00.
• City staff worked with LJA Engineering Inc. on preparing the construction plans and specifications as needed for project bidding.
• Staff, along with LJA Engineering Inc. support, recommends awarding the construction bid to CGC General Contractors, in an amount of $3,507,526.77 along with a $175,376.34 contingency for a total not to exceed amount of $3,700,000.00.
BACKGROUND INFORMATION:
• LJA Engineering recently completed the design of these improvements.
• The new construction of the restroom and concession building is necessary due to a fire, which resulted in a total loss at the Grady Littlejohn Softball & Baseball Complex.
• The City issued a Request for Competitive Sealed Proposals (26-11CSP) to solicit responses from qualified contractors for the Construction of the Grady Littlejohn Park Improvements.
• On February 27, 2026, Procurement Services issued an invitation to bid (26-11CSP) for Grady Littlejohn Park Improvements. A total of ten (10) responses were received and open on April 2, 2026. One vendor was deemed non-responsive due to not bidding on the entire project and therefore would not be eligible for award.
• An evaluation committee comprised of city staff reviewed and ranked the respondents based on the following criteria
o Proposal Price - 50 points
o Narrative Approach to Construction - 30 points
o Contractor and Subcontractor Qualifications - 20 points
FINANCIAL SUMMARY:
• This project (PK2448) is a FY25-26 Capital Improvements Program funded by issued bonds and parkland dedication funds.
• Upon approval of this item, $1,651,418.09 will remain in PK2448.
BOARD OR COMMISSION RECOMMENDATION:
• On May 14, 2026, the Parks, Recreation and Open Space Advisory Board will be briefed by the City on the award of the construction contract.
