                     Approval of Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes an award of contract and allows the City Manager to enter into a contract with Roper’s LLC dba Roper’s Wrecker Service of McKinney, Texas to provide Towing Services for the McKinney Police Department.

 

BACKGROUND INFORMATION: 

                     The City issued Request for Proposals, 24-62RFP to solicit proposals from Respondents capable of satisfying the McKinney Police Department’s need for towing services.

 

                     The RFP was issued on July 14, 2024

o                     Advertised in McKinney Courier Gazette

o                     Posted on McKinney TV

o                     138 matching eBid supplier notifications which included ten (10) Historically Underutilized Business (HUB) suppliers

 

                     In response to all notices published, five (5) proposals bids were received on August 29, 2024, from the following Respondents:

o                     1st Choice Towing & Recovery LLC

o                     Big Bass Towing-Lindy Lott Wrecker

o                     Jordan Towing, Inc.

o                     Roper's Wrecker Service

o                     Signature Towing Inc.

                     An evaluation team comprised of staff from the Police Department, Fleet Services, and Procurement Services reviewed and scored the responses based on the following criteria:

o                     40 Points - Price

o                     20 Points - Qualifications

o                     10 Points - References

o                     15 Points - Adequacy of Storage Facility 

o                     15 Points - Adequacy of Equipment List 

 

                     Based on the results of the evaluated proposals, the evaluation team is recommending the award of a contract with the highest-ranked respondent, Roper’s LLC dba Roper’s Wrecker Service to provide Towing Services for the McKinney Police Department.

 

                     The contract will commence on October 1, 2024, and continue for a two (2) year period with additional three (3) one-year renewal terms.

 

FINANCIAL SUMMARY:

                     The City of McKinney shall not be responsible for payment of towing/wrecker services outlined in the contract. Roper’s LLC dba Roper’s Wrecker Service shall demand payment from the vehicle owner of the charges incurred in accordance with the Contract for Towing Services Fee Schedule.
