ITEM SUMMARY:

•                     The attached MOU will memorialize the next phase of planning, designing, and preparing for the development of 300 acres in McKinney for a sports and entertainment complex generally located east  of Lake Forest, west of Taylor Burk and south of Bloomdale.

•                     The MOU provides various design expectations and thresholds to be completed during the FY2027 budget year, and will ultimately be supplemented by a development agreement in the late spring/early summer of 2027.

BACKGROUND INFORMATION:

•                     The City of McKinney and McKinney Community Development Corporation began the process of purchasing the subject properties in 2020 and finalized the purchase in 2021.

•                     In 2021 through 2022 the City of McKinney was in discussions with a developer and ultimately terminated negotiations.

•                     From 2023-2024 the City of McKinney Parks Department experienced a leadership transition, slightly delaying the development plans of the properties.

•                     In 2025 the McKinney City Council adopted item 5.5 in their Strategic Goals & Priorities Documents that stated the city should, “Issue a request for qualification/proposal (RFQ/RFP) for the development of the 230-acre parcel at Bloomdale and Taylor Burke (Brinkmann Tract) by December 31, 2025.”

o                     An additional 70 acres of adjacent land was included in the RFQ as outlined by the City Council’s 5.5 goal.

•                     In December of 2025, the City Council adopted a series of guiding principles associated with the proposed development. They are as follows,

o                     Development of a world-class multi-use sports park and entertainment district that will serve as a local, regional, state, and national destination for sports and associated uses.

o                     Financially sound and effectively managed partnership that supports and values McKinney City Council strategic goals.

o                     Providing multiple sports opportunities to meet McKinney’s growing demand for, 1) local recreation options, 2) competitive sport leagues, and 3) sporting needs of the future.

o                     Maximizing the value of the McKinney Community Development Corporation’s portion of the land as a community and economic development anchor.

o                     Development of the park and associated uses in accordance with McKinney’s design standards, development codes, and in a manner that is consistent with the surrounding developments and the City of McKinney Comprehensive Plan.

•                     The City of McKinney issued an RFQ in late December 2025, received 4 qualifying responses in early 2026, and interviewed 3 firms in March of 2026.

•                     The City Council approved moving forward on April 6, 2026 with exclusive negotiations with Parkhill, a Texas-based architecture, engineering, and design solutions firm who partnered with EdgeRock Development (dba HD Sports & Hospitality, LLC).

•                     An initial Letter of Intent was fully executed on April 14, 2026. Ongoing discussions, site reviews, and project planning/scoping have been underway since that time and today’s recommended action will continue the overall development process of the project.

FINANCIAL SUMMARY:

•                     The MOU commits the Development team and City of McKinney to $500,000 of expenditure each for preliminary design costs associated with the development. Funding is available in the Parks Construction fund and is recommended for appropriation in a separate action on the October 20, 2026 agenda.

BOARD OR COMMISSION RECOMMENDATION:

•                     The Parks & Recreation Board was briefed on this item October 8, 2026.
