RECOMMENDED CITY COUNCIL ACTION:

ITEM SUMMARY:
This Resolution authorizes a construction agreement with Crossland Construction Company Inc. (Crossland) to provide professional construction services related to the McKinney APEX Centre Elevator Addition Project (PK2546).
• The selected consultant, Crossland, submitted a proposal to provide construction services for the McKinney APEX Centre Elevator Addition Project for $1,499,964.96 plus an owner’s contingency of $100,000.
BACKGROUND INFORMATION:
• The City issued Request for Competitive Sealed Proposals 26-67CSP for McKinney APEX Centre Elevator Addition on June 5, 2026.

• Out of the 672 matching supplier notifications, five (5) proposals were received and opened by Procurement Services on July 9, 2026:
o Crossland Construction Company, Inc.

o Weil Construction
o Denton Fort Worth Installation and Emergency Services LLC
• The proposal received from Denton Fort Worth Installation and Emergency Services LLC was deemed non-responsive by Procurement Services, because they did not provide all the required documentation listed in the CSP.
• An evaluation team comprised of City staff from Facilities Construction, Parks & Recreation, and Procurement Services reviewed and ranked the proposals on the following criteria:
o 25 Points - Firm and Individual Qualifications
o 10 Points - Capability and Capacity to Perform Work
o 50 Points - Price and Details
o 10 Points - Reference Letters and Proposal Project Schedule
o 5 points - Completeness of submittal
• The evaluation team recommends awarding a contract to the highest ranked respondent, Crossland Construction Company Inc.
FINANCIAL SUMMARY:
• The Resolution authorizes the City Manager to execute a construction agreement including potential changes to the scope of services, with Crossland Construction Company Inc. for an amount not to exceed $1,599,964.96 which includes an owner’s contingency amount of $100,000.
• Upon approval of this item, $67,332 will remain in the project (Parks Construction Fund - PK2546).
