RECOMMENDED CITY COUNCIL ACTION:
• Staff recommends the City Council approve the proposed ordinance adopting the 2024 International Property Maintenance Code and amending the local amendments to the International Property Maintenance Code.
ITEM SUMMARY:
• Staff is proposing to adopt the 2024 version of the International Property Maintenance Code (IPMC), as well as local amendments, to better align with the current adopted model codes, including the International Building Code and the International Residential Code.
• Adoption of the 2024 IPMC will maintain McKinney’s alignment with a three-year code update cycle consistent with ICC recommendations and comparable to surrounding North Texas municipalities. The target effective date of the updated code is October 5, 2026.
BACKGROUND INFORMATION:
• The City of McKinney first adopted the International Property Maintenance Code (IPMC) in 2015, implementing the 2012 edition to establish minimum standards for property conditions and enforcement practices.
• The IPMC is updated on a three-year cycle by the International Code Council. City staff reviewed the 2024 edition and identified two local amendments needed for consistency with the City’s existing codes, including the International Building Code and International Residential Code.
• The first proposed amendment revises Section 109.4.2 Method of Service, by removing the requirement to send Notices of Violation by certified mail. Allowing first-class mail provides cost savings and aligns the City’s notification with current state law.
• The second proposed amendment updates Section 304.7 Roofs and Drainage, by removing the phrase “that admit rain”. This change increases enforceability by eliminating the need for Code Officers to observe water entering a structure and allows violations to be identified from the public right-of-way.
• The 2024 IPMC introduces two notable additions compared to the 2021 version. First, Section 310, Accessibility, requires all interior and exterior accessibility features to be maintained for the duration of occupancy, providing clearer standards for inspection and compliance. Second, the updated code adds an exemption to pool enclosure requirements for properties using a power safety cover that meets ASTM F1346 standards.
• Public outreach included a public meeting held on August 28 and posting notice of the proposed adoption and amendments on the City’s website.
• The 2024 IPMC and local amendments will apply citywide to all properties regulated under the IPMC.

• The Building and Standards Commission considered the adoption of the 2024 International Property Maintenance Code during a public hearing on September 14, 2026. Following discussion, the Commission voted unanimously to recommend that the City Council adopt the ordinance and amendments as presented.
