RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This Resolution authorizes the City Manager to execute a contract in the amount of $169,834.00 as well as all required supplemental agreements thereto, with Lockwood, Andrews & Newnam, Inc. for professional consulting engineering services for the White Avenue Sidewalk Accessibility Improvements (Redbud Boulevard to Tennessee Street) Project (ST2304), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $190,000.00.

 

BACKGROUND INFORMATION:

                     The FY24-28 Capital Improvement Program (CIP) includes funding for comprehensive sidewalk improvements along White Avenue between Redbud Boulevard and North Tennessee Street.

                     Infrastructure improvements to the street paving, waterline and sanitary sewer line were completed in 2022 with CIP project CO2137.

                     The project scope of work includes the development of preliminary design alternatives for sidewalk locations, topographical and boundary survey, and public involvement.

                     Design will incorporate pedestrian walkways/ADA accessibility, reconstruction of driveways, grading, and other associated sidewalk elements.

                     Lockwood, Andrews & Newnam, Inc submitted a response to 21-41RFQ for On-call Roadway Design Services and was one of eleven (11) firms shortlisted by City Council on September 7, 2021.

                     Lockwood, Andrews & Newnam, Inc submitted a proposal for this project in the amount of $169,834.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Preliminary Design Phase Services)

o                     Special Services (Surveying for Design, Franchise Utility Coordination, SUE Services, Public Involvement, and Environmental Investigation)

                     The fee for basic services is $82,033.00 and the fee for special services is $87,801.00.

                     Pending approval of this item, preliminary design would begin immediately. A contract for final design will be recommended for City Council approval as soon as a preferred alternative is selected.

FINANCIAL SUMMARY:

                     The Resolution authorizes a design contract and any necessary supplemental agreements with Lockwood, Andrews & Newnam, Inc for Sidewalk and Accessibility Improvements for an amount not to exceed $190,000.00.

                     With the approval of this item, $310,000 will remain in ST2304.

                     Additional funding for construction is anticipated to be issued through Street General Obligation Debts in FY24.
