RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $563,604, as well as all required supplemental agreements thereto, with WSB, LLC for professional consulting engineering services for the James Pitts Drive Realignment Project (ST2233), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $650,000.00.
BACKGROUND INFORMATION:
• The FY24 Capital Improvement Program (Project ST2233) includes design of James Pitts Drive as follows:
o Preliminary design alternative options for realigning James Pitts Drive intersection, extending it to Bloomdale Road to construct a 36-ft wide collector section.
o Final design of street and drainage improvements, including illumination for James Pitts Drive.
o Traffic signalization at the proposed James Pitts Drive and Bloomdale Road intersection.
o Corridor illumination for Bloomdale Road from east of Community Avenue to US 75 frontage Road.
• WSB, LLC (formerly EST, Inc.) submitted a response to 21-41RFQ for On-call Roadway Design Services and was one of twelve firms shortlisted by City Council on September 7, 2021.
• WSB, LLC submitted a proposal for this project in the amount of $563,604.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:
o Basic Services (Preliminary & Final Engineering Services and Bid Phase Services)
o Special Services (Surveying, Subsurface Utility Engineering, ROW/ Easement Documents, Geotechnical Investigation, Franchise Utility Coordination, Environmental Investigation and Construction Administration)
• The fee for basic services is $433,634.00 and the fee for special services is $129,970.00.
• Pending approval of this item, preliminary design would begin immediately. Final design will begin once an alternative is selected.
FINANCIAL SUMMARY:
• The Resolution authorizes a design contract and any necessary supplemental agreements with WSB, LLC for an amount not to exceed $650,000.00.
• Funding for this contract is included in the Capital Improvements Program (ST2233).
• With the approval of this item, $350,000 will remain in project ST2233.
