RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $980,600 as well as all required supplemental agreements thereto, with Freese and Nichols, Inc. to provide professional consulting engineering services for updates to the Water Master Plan, Wastewater Master Plan and Utility Impact Fee (CIP Projects WA2214 and WW2214), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $1,225,000.

 

BACKGROUND INFORMATION: 

                                          As required by Chapter 395 of the Texas Local Government Code, the Planning Department will be updating the impact fees in 2024 as part of the Comprehensive Plan update.

                      The water master plan and the wastewater master plan must both be updated to provide the information necessary to calculate the utility impact fees and to plan for future water and wastewater facilities.

                     Twenty (20) fire hydrant pressure recorders were placed into the system from September 5th, 2023 through September 18th, 2023 to aid in the water model calibration efforts under a separate contract to obtain data during a high use water month for 2023.

                     In September 2023, twenty-six (26) infiltration and inflow (I&I) meters and three (3) rain gauges were installed in the wastewater collection system at major line locations to establish existing dry-weather and wet-weather basin flow patterns and unit hydrographs for inflow and infiltration for a one-year period.  The basins selected were correlated to previous meter locations to compare I&I reduction results in basins where various cured-in-place-pipe (CIPP) installations, manhole rehabilitation, and point repair projects by Public Works and Engineering have been performed. Two (2) of the I&I meters will be used to monitor flows in the existing parallel Wilson Creek Sanitary Sewer Trunk Mains corridor.

                     Scope items include the following:

o                     The master plan process will include updating land use assumptions, water demand and wastewater flow projections, water and wastewater hydraulic models, and providing a Capital Improvements Plan (CIP). 

o                     The City’s existing water and wastewater models will be used as a resource to develop new models based on the latest information in the City’s geographic information system (GIS). Model calibration exercises will be performed based on the results of temporary water system field pressure testing, SCADA data, and temporary wastewater flow monitoring. Water and wastewater system modeling will be performed for existing, 10-year, and Buildout conditions to develop improvement alternatives for water and wastewater system improvements.

o                     Pipeline, pumping, and storage improvements will be identified as well as operational recommendations to improve system efficiency.

o                     A comprehensive water and wastewater system capital improvements program (CIP) will be developed with project descriptions, cost estimates, drivers, triggers, and mapping.  The assumptions, methodology, results, and recommendations of this study will be summarized in a Water and Wastewater Master Plan report. 

o                     This project also involves an update to the City’s water and wastewater impact fees. Maximum allowable impact fees will be calculated in accordance with the requirements set forth in Chapter 395 of the Texas Local Government Code.  Services by the CONSULTANT shall include all aspects of the work set forth in the following scope of services.

                     Freese and Nichols, Inc. submitted a response to 23-25RFQ - Water & Wastewater Master Planning, Utility Impact Fees, and Modeling Professional Services.  Freese and Nichols, Inc. had the highest overall score for both categories Water Master Plan and Wastewater Master Plan. 

                     Freese and Nichols, Inc. has extensive knowledge in the preparation of the Water & Wastewater Master Planning, Utility Impact Fees, and Modeling in McKinney and surrounding Cities.

                     A proposal for the professional services for this project has been received from Freese and Nichols, Inc., in the amount of $980,600 to perform the engineering services.  The proposed fee is separated into basic services of $899,600 and $81,000 in special services.  Special services will be provided on an hourly basis, as needed during the design and construction.  The following is a breakdown of the basic and special services items:

o                     Basic Services

§                     Project Management and Data Collection: $33,300

§                     Demographic and Load Projections: $75,800

§                     Water System Analysis: $237,100

§                     Wastewater System Analysis: $288,000

§                     Water and Wastewater Master Plan Report: $172,000

§                     Water and Wastewater Impact Fee Update: $93,400

 

o                     Special Services

§                     Impact Fee Credit Analysis Calculation: $31,700

§                     Updated Water Demands and Wastewater Flows with Reduced Service Area: $8,100

§                     Water and Wastewater Modeling with Reduced Service Area: $14,800

§                     Updated Water and Wastewater CIPs with Reduced Service Area: $26,400

 

FINANCIAL SUMMARY: 

                     This Resolution authorizes a contract and any necessary supplement agreements with Freese and Nichols, Inc. for an amount not to exceed $1,225,000.

o                     $580,650 (47.4%) allocated towards utility funding (Fund 20) from Project WA2214

o                     $644,350 (52.6%) allocated towards utility funding (Fund 20) from Project WW2214

                     With the approval of this item $0 will remain in WA2214 and $0 will remain in WW2214.
