RECOMMENDED CITY COUNCIL AND COMMISSION ACTION:
• Consider/discuss potential implementation tasks from the ONE McKinney 2040 Comprehensive Plan along State Highway 5.
ITEM SUMMARY:
• The purpose of this work session item is to receive direction on potential implementation of recommendations from the ONE McKinney 2040 Comprehensive Plan along State Highway 5.
• The ONE McKinney 2040 Comprehensive Plan was adopted in October 2018 and outlined both citywide and district specific strategies for implementation. A Top Priority Implementation Measure was to consider the creation of a specific development code to ensure desired development patterns along the State Highway 5 corridor.
• Given the variety of stakeholders and differing development conditions, staff recommends pursuing a small area plan prior to considering a change to the development standards. A small area plan would rely on community engagement to develop a vision for the corridor’s development and inform or recommend development standards to achieve this vision.
• If directed to pursue a small area plan, staff will evaluate potential funding mechanisms to hire a consultant.
BACKGROUND INFORMATION:
• A Comprehensive Plan is a statement of the community’s vision for today and tomorrow. It represents the desires of the citizens and their goals for the community.
• A Comprehensive Plan focuses on outlining a physical plan for the city. It is typically comprised of interrelated elements such as land use, transportation, utilities, public services, socio-economic, and open space elements.
• Upon adoption, a Comprehensive Plan provides the basis for Zoning and Subdivision Regulations. The plan should also be referred to in zoning changes, annexations, and other choices made by the city.
• In October 2018, City Council adopted the ONE McKinney 2040 Comprehensive Plan, which guides growth and development across the city through the use of a Preferred Scenario Plan, Future Land Use Diagram, Master Thoroughfare Plan, and Implementation Matrix.
