RECOMMENDED ACTION:

ITEM SUMMARY:
• Garver, LLC has submitted a professional services proposal to provide design and related professional services for the extension of Taxiway C from the commercial terminal apron to the end of Runway 18.
• The improvements are needed to extend Taxiway C to enhance safety of operations, while evaluating the runway safety area for conformance with FAA Advisory Circular 150/5300-13B, and prepare the airport for planned future development.
• The scope includes preparing a preliminary engineering report, detailed construction drawings, specifications, instructions to bidders, general and special provisions, contract documents (plans, specifications, and estimates), surveying, geotechnical investigation, and design through 90% and 100% completion levels.
• Execution of the contract is contingent upon the City's receipt of FAA Airport Improvement Program Grant funding. A 10% match of $304,000 will be appropriated as part of the grant.
BACKGROUND INFORMATION:
• Garver was selected to serve as the Airport's Engineer of Record through a formal RFQ process
• Garver, LLC will serve as the prime design consultant, with subconsultant support from White Hawk Engineering (surveying), Terracon (geotechnical services), and Alder Airfield Services (airfield escort services).
• Garver anticipates completing the Preliminary Engineering Report within 8 weeks of Notice to Proceed, with 90% Final Design submittals following 8 weeks after receipt of Owner and FAA comments, and the 100% Issued for Bid package for Phase II following 4 weeks after receipt of comments.
FINANCIAL SUMMARY:
• The not-to-exceed fee for Garver's Title I design services for Taxiway C Phase II and Phase III is $3,040,000.00, as detailed below:
