ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Excel 4 Construction, LLC, for the Construction of the Public Works Water/Wastewater Main Improvements (FY24) Project (CIP Projects WA2413 and WW2426) for a total contract amount not to exceed $3,845,000.00.
BACKGROUND INFORMATION:
• Freese and Nichols, Inc, prepared the contract documents and specifications for the Construction of the Public Works Water/Wastewater Main Improvements (FY24) Project (WA2413 and WW2426).
• The project encompasses rehabilitating and upsizing a total of approximately 9700 linear feet of water lines and 6300 linear feet of sewer mains by the pipe bursting method at the following locations:
o Couch Drive (Industrial Blvd to Harry McKillop Blvd)
o Timberview, Meadow Hill, and Shadywood
o Westmoreland Drive
o Herndon Street (N College Street to N Benge Street)
o Morris Street (W Louisiana Street to W Hunt Street)
o North Church Street (Coleman Street to N Kentucky Street)
o Titus Street
o Metro Park Drive
o Virginia Pkwy
• The City issued invitations to bid (25-03CC) to solicit responses from qualified contractors via procurements process outlined below for the construction of the Public Works Water/Wastewater Main Improvements (FY24) Project (CIP Projects WA2413 and WW2426).
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 1,221 matching eBid Supplier Notifications which included fifty-two (52) Historically Underutilized Business (HUB) suppliers
• The bid included a Base Bid and Alternate Bid A (Westmoreland Street - Additional Section), which would allow the City to evaluate pricing. The Base Bid was selected.
• Out of 1,221 supplier notifications, one (1) bid was received and opened by Procurement Services on October 31, 2024. The following is a summary of the bid:

• Excel 4 Construction, LLC, submitted the low bid in the amount of $3,555,670.00 for Base Bid plus Alternate Bid A.
• Excel 4 Construction, LLC, submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation from Freese and Nichols, Inc. dated November 18, 2024.
• The contract documents require that this project be substantially completed within 212 calendar days after issuance of the Notice to Proceed, which is expected to be issued in January 2025. Construction is expected to be completed by September 2025
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Excel 4 Construction, LLC, for an amount not to exceed $3,845,000.00.
• Funding for this contract is included in the Capital Improvements Program (WA2413 and WW2426)
o WA2413 - $2,556,925.00 (66.5%)
o WW2426 - $1,288,075.00 (33.5%)
• Upon approval of this item, the following balances will remain:
o WA2413 - $2,330,950.00
o WW2426 - $1,118,199.00
