RECOMMENDED ACTION:                     

                     Approval of the Resolution

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Millis Development and Construction - Dallas, LLC of Dallas, Texas, for the construction of the E.A. Randles Park Improvements (PK1831) for a total contract amount not to exceed $3,391,995.91.

 

                     City staff worked with Studio Outside, LLC, on preparing the construction plans and specifications as needed for project bidding.

 

                     Staff, along with Studio Outside support, recommends awarding the construction bid to Millis Development and Construction - Dallas, LLC in an amount of $3,229,995.91 along with a $162,000.00 contingency for a total not to exceed amount of $3,391,995.91.

 

BACKGROUND INFORMATION:

                     The EA Randles Improvement project includes a new expanded playground and splash pad area, basketball court, trail loop, entry signage, improved flat work and new landscaping, pavilion, and site furnishings.

 

                     The City issued an Invitation to Bid (23-17CC) to solicit responses from qualified contractors for the Construction of E.A. Randles Park Improvements

o                     Advertised in the McKinney Courier Gazette and Celina Record

o                     Posted on McKinney TV

o                     1077 matching eBid Supplier Notifications which included fifty (45) Historically Underutilized Business (HUB) suppliers.

 

                     Out of 1077 supplier notifications, four (4) bids were received and opened by Procurement Services on July 27, 2023. The following is a summary of the bids:

                     Upon approval, construction should begin in October 2023 with expected completion fall of 2024.

 

FINANCIAL SUMMARY: 

                     The EA Randles Park Improvements Project (PK1831) is a FY23-24 Capital Improvements Program funded by MCDC funds, parkland dedication funds, and bond monies. 

 

                     Upon approval of this item and the FY24-28 Capital Improvement Plan, $3,650,000,00 of Parkland Dedication will be added to the project, therefore $2,820,545.18 will remain in PK1831.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On August 10, 2023, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
