ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $730,298, as well as all required supplemental agreements thereto, with Westra Consultants, LLC for professional consulting engineering services for the Florence Street and North Street Infrastructure Improvements Project (CO2404), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $840,000.
BACKGROUND INFORMATION:
• The FY22-26 Capital Improvement Program (CIP) includes funding for comprehensive infrastructure improvements to Florence Street and North Street Infrastructure Improvements Project (CO2404).
• Improvements in the project scope of work include a full reconstruction of Florence Street from West Erwin Avenue to West Hall Street, North Street from West Street to North College Street, West Midway Street from North Bradley Street to North College Street, and New Street from North Bradley Street to North College Street. Design will conduct a drainage study, analysis and provide improvements to storm drainage, underground utilities, street paving, pedestrian walkways/ADA accessibility, and other associated street elements.
• Westra Consultants, LLC submitted a response to RFQ 21-41 for On-Call Utility Design Services. They were one of thirteen (13) firms shortlisted by City Council on September 7, 2021.
• Staff has negotiated a scope and fee from Westra Consultants, LLC for professional consulting engineering services and construction administration services in the amount of $730,298.
• The preliminary opinion of probable construction cost is $6,973,770 which includes assumed construction inflation contingencies.
• The fee for basic services is $484,610.00 (6.9% of the engineer’s opinion of probable cost of construction) and the fee for special services is $245,688.00 (3.5% of the engineer’s opinion of probable cost of construction).
• Special services typically include survey for design, franchise utility coordination, subsurface utility engineering, preparation of necessary right-of-way and/or easements, environmental investigations, geotechnical investigation, and limited construction administration.
• Staff is requesting approval of a not to exceed (NTE) amount of $840,000 in the event minor adjustments in the project scope are required during the design or construction administration services provided.
• Design of this project is anticipated to take approximately 16 months to complete with construction estimated to begin Spring 2026.
FINANCIAL SUMMARY:
• This Resolution authorizes a design contract and any necessary supplemental agreements with Westra Consultants, LLC for an amount not to exceed $840,000. Professional Services under this contract will utilize the following projects and funding accounts:
o Fund 21 - Streets (50%) - $420,000.00
o Fund 20 - Water (25%) - $210,000.00
o Fund 20 - Wastewater (25%) - $210,000.00
• Funds are available in the Capital Improvements Program Project (CO2404).
• With approval of this item, the following fund balances will remain in each respective project.
o $1,580,000 will remain in Fund 21
o $165,000 will remain in Fund 20 (Water)
o $165,000 will remain in Fund 20 (Wastewater)
