ITEM SUMMARY:

This Resolution authorizes the City Manager to enter into an Interlocal Agreement with the Allen Independent School District (AISD) to provide reimbursement to the District for school crossing guards at AISD school campuses within the City of McKinney.

BACKGROUND INFORMATION:

In 2002, a Crossing Guard Program was developed to establish a program for paid adult school crossing guards at intersections as determined by the City of McKinney for McKinney ISD school campuses. An Interlocal Agreement was developed between the City of McKinney and McKinney ISD to establish the terms and conditions for the program.  Under the agreement, the ISD employs the adult crossing guards and the City of McKinney reimburses the ISD for 100 percent of the cost of the program.

In 2013, Allen ISD opened Lindsey Elementary, located within the Village Park neighborhood, and requested implementation of the same City of McKinney Crossing Guard Program for its school campuses located within the McKinney City Limits.

Under the terms of this cooperative agreement, Allen ISD will hire, equip, and train the crossing guards, while the City of McKinney will reimburse Allen ISD for 100 percent of the costs associated with placement of adult crossing guards at intersections as designated and approved by the City of McKinney Engineering Department.

This Interlocal Agreement is a one-year agreement renewed annually with no action necessary by either governing body for two (2) years. The number and location of crossing guards may change annually as new school campuses or neighborhoods are added.

This Interlocal Agreement is similar to the previous agreement with AISD which began in 2013 and expired following the end of the 2018-2019 school year.  The City of McKinney has similar agreements with McKinney ISD, Frisco ISD, and Prosper ISD which are valid through the 2020-2021 school year.

FINANCIAL SUMMARY:

The City of McKinney will reimburse Allen ISD for costs related to the services provided through the Program. Any equipment provided by the City of McKinney is not subject to reimbursement such as, but not limited to, stop signs and traffic cones.

The total reimbursable cost to the Allen ISD for the school year beginning August 14, 2019 and ending May 22, 2020 is $29,699.30.

Funding for this Agreement is included in the Engineering Department Operating Budget.
