RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $599,600 as well as all required supplemental agreements thereto, with Teague, Nall, and Perkins, Inc. for professional consulting engineering services for the Bloomdale Road and Spur 195 Realignment Project (ST4229), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $670,000.

 

BACKGROUND INFORMATION: 

                     Bloomdale Rd is currently a two-lane undivided arterial from Redbud Blvd to State Highway 5 and is currently identified as a six-lane principal arterial (P6D) in the adopted Master Thoroughfare Plan.

                     The FY25-26 Capital Improvement Program (CIP) includes funding for the expansion of Bloomdale Road from 2-lanes to a 4-lane divided throughfare including establishment of a new intersection of former FM 543 (currently identified as Spur 195) to allow Bloomdale Road to have a more direct connection to State Highway 5.

                     The plan is to construct Bloomdale Road from approximately 300 feet west of the proposed roundabout to State Highway (SH) No. 5. Anticipated improvements include the construction of eastbound Bloomdale Road from 300 feet west of the proposed roundabout to the intersection of Bloomdale Road and Spur 195, the realignment of Bloomdale Road and Spur 195 intersection by constructing a multilane roundabout, and the construction of a 4-lane divided section from the proposed roundabout to the intersection of Bloomdale Road and State Highway 5.

                     The scope of services also includes the construction of an eastbound right-turn at Redbud Boulevard, a westbound right-turn lane at Shawnee Drive, and a westbound right-turn lane at Pecan Meadow Drive.

                     In addition, the Engineering Department has previously conducted a study identifying the proposed roundabout and other improvements that are documented in the Alignment Study Report for Bloomdale Road from Redbud Boulevard to State Highway 5, dated January 2023, prepared by Teague Nall and Perkins, Inc.

                     Teague, Nall, and Perkins, Inc. (TNP) submitted a response to RFQ 24-46 for On-Call Roadway Professional Services. They were one of fourteen (14) firms shortlisted by City Council on September 17, 2024.

                     TNP submitted a proposal for this project in the amount of $599,600 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Design & Bid Phase Services)

o                     Special Services (Construction Administration, Surveying for Design, Franchise Utility Coordination, Subsurface Utility Engineering, ROW and Easement Documents, Geotechnical Investigations, Public Involvement, Environmental Investigation, and Third-Party Coordination)

                     The preliminary opinion of probable construction cost (OPCC) is $4,550,000 which includes assumed construction inflation contingencies.

                     The fee for basic services is $367,100 (8.00% of the OPCC) and the fee for special services is $232,500 (5.00% of the OPCC).

                     Pending approval of this item, design would begin immediately with construction expected to begin as soon as summer 2026.

 

FINANCIAL SUMMARY: 

                     The Resolution authorizes a contract with Teague, Nall, and Perkins, Inc. for an amount not to exceed $670,000. Professional Services under this contract will utilize the following projects and funding accounts:

o                     Fund 21 - Streets (100%) - $670,000.

                     With the approval of this item, $5,212,146 will remain in Project ST4229.

                     Funding for construction costs of the project are programmed in the FY25-29 Capital Improvement Program and expected to be available in late 2025.
