RECOMMENDED CITY COUNCIL ACTION:                     

                     Approval of Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract in the amount of $533,200 as well as all required supplemental agreements thereto, with Freese and Nichols, Inc. for professional consulting engineering services for the Industrial Elevated Storage Tank Improvements Project (CIP Project WA2238), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $586,000.

 

 

BACKGROUND INFORMATION: 

                     The existing 2.0 MG Industrial Tank is located near the northeast corner of State Highway 5 and Industrial Boulevard.

                     The existing Industrial Elevated Storage Tank has been identified for repairs based on the Industrial 2.0-MG Elevated Storage Tank Facility Assessment report dated May 26, 2020.  The field inspection was performed by Birkhoff, Hendricks & Carter LLP and Axis Construction, LP on April 8 and April 13, 2020.  Based on the inspection report following repairs were recommended:

o                     Fall Protection System Upgrades/ Ladder Clearance Upgrades

o                     Pipe Coating Improvements,

o                     Lighting Improvements

o                     Overflow Outlet Splash Box

 

                     Anticipated improvements include cleaning and visual inspection of the accessible exterior and interior areas of the existing elevated storage tank, structural repairs, elevated tank overflow improvements, upgrading lighting system, beautification of site landscaping, site drive and parking.

                     A tank condition assessment will be performed and includes tank evaluation, tank washout, pre-construction meeting, welding repair inspection, tank interior and exterior coating inspection.

                     The Opinion of Probable Construction Cost (OPCC) to make these improvements to the Industrial Tank is $5,336,163.

                     Freese and Nichols, Inc. submitted a response to 24-47RFQ for On-Call Utility Design Services. They were one of sixteen (16) firms shortlisted by City Council on September 17, 2024.

                     Staff has negotiated a scope and fee from Freese and Nichols, Inc. for professional engineering services in the amount of $533,200 (10% of the OPCC). The proposed fee is separated into basic services of $291,230 (5% of the OPCC) and $241,970 in special services (5% of the OPCC). Special services will be provided on an hourly basis, as needed during the design and construction.

o                     Basic services include consultant project management, pre-construction inspections, site planning, preliminary and final engineering, coordination with existing cellular providers, and bid-phase services.

o                     Special services include construction-phase services, stakeholder engagement efforts, tank condition assessment, surveying for engineering, and subsurface utility engineering services.

FINANCIAL SUMMARY: 

                     This Resolution authorizes a contract with Freese and Nichols, Inc. for an amount not to exceed $586,000.

                     Funds are available in the Capital Improvements Program WA2238.

                     With the approval of this item, $964,000 in available funds will remain in WA2238. Additional funding necessary for the construction phase will be included in the FY25 Capital Improvement Plan budget for WA2238 if necessary.
