RECOMMENDED CITY COUNCIL ACTION:                     

                     Review, discuss and approve the 2010-2014 Community Development Block Grant Consolidated Plan and the 2010-2011 Annual Action Plan.

 

 

ITEM SUMMARY: 

  • The Consolidated Plan is a planning document for the city, under the Community Development Block Grant (CDBG), which builds on a participatory process with the public. The plan will help identify housing and community development needs (including neighborhood and economic development), priorities, goals and strategies.  It also serves as a strategy to be followed in carrying out programs/projects, under what is known as an Annual Action Plan, which provides a basis for assessing performance
  • The plan is a draft that was under a minimum 30 day review for public comment on July 2 - August 4.  As required the draft was forwarded for review by the U.S. Department of Housing and Urban Development (HUD) in August, 2010.  Final approval is expected within the next 30 - 90 days.
  • A new plan is required for preparation every 3 to 5 years. The U.S. Department of Housing and Urban Development determines overall funding allocations under each city or state’s Consolidated Plan.
  • This is the third Consolidated Plan under the City of McKinney.  The Consolidated Plan, as required by the Federal regulation, has the following components:

o                     Identification of the lead agency

o                     Housing and homeless needs

o                     Housing Market Analysis

o                     Strategic Plan

o                     Action Plan

o                     Certifications

 

 

                     The Five Year Strategic Plan Summary is as follows:

 

Strategy 1.  Improve the condition of housing occupied by the city’s low and moderate income homeowners and also preserve affordable housing stock.

o                     Continue to rehabilitate the housing stock through the City’s Rehabilitation Program as a citywide program, with emphasis in the older and historic neighborhoods east of McDonald Street.

o                     Support programs that develop and preserve affordable housing.  Continue to implement the City’s Land Disposition Policy, which allows for development of affordable housing by nonprofits and affordable housing builders.

Strategy 2.  Support organizations that assist the City’s special needs population.

o                     Support nonprofit organizations serving persons with special needs by assisting with program expenses.

o                     Support public services throughout the City benefiting low and moderate income persons, including but not limited to, aging and disability activities, youth services, education programs, health care services, childcare, employment training and outreach, mental health and substance abuse counseling, and child advocacy.

o                     Continue to provide support to areas and population that receive the most impact of CDBG funding through the P.R.I.D.E. (Promoting Resident Involvement, Development, and Enthusiasm) Neighborhood Empowerment Program.

Strategy 3.  Provide supportive services for residents who encounter homelessness or have a need of prevention.

o                     Continue involvement in the Collin County Continuum of Care, under the Collin County Homeless Coalition, assisting non-profit agencies with applications for funding.

o                     Serving on the Participating Jurisdictions subcommittee with the cities of Frisco, Allen and Plano, to review policies and provide support of the annual Homeless Count.

o                     Provide supportive services funds for shelter residents.

o                     Continue funding programs that provide short-term rental, mortgage and utility assistance.

Strategy 4. Increase homeownership opportunities for low and moderate income households.

o                     Assist in decent housing with improved/new affordability for first-time homebuyers through the City’s Down Payment Assistance Program. Continue to pursue HOME funds through the Texas Department of Housing and Community Affairs (TDHCA).

o                     Provide or support housing education for low and moderate income homeowners.

o                     Continue the Affordable Housing Development Incentive Program, allowing waivers of fees and other concessions for affordable housing builders, as determined by policy.

 

 

BACKGROUND INFORMATION: 

                     The City of McKinney accepted its entitlement status in the summer of 2001.

                     The current Consolidated Plan covered the grant cycles of 2005-2009. The first year under the final draft Consolidated Plan will take effect October 1, 2010.  The first Annual Action Plan under this plan will cover the program year of October 1, 2010 through September 30, 2011.

 

 

FINANCIAL SUMMARY: 

                     The city anticipates receiving more than $2.9 million over the next five years.

                     The primary resource to fulfill the five-year Strategic Plan and the Annual Action Plan is CDBG funding.  In addition, the city will provide resources contingent upon budget and allocate the use of HOME dollars to fund the down payment assistance program if it successful in being awarded from the State of Texas.

                     The final plan and anticipated CDBG allocations are subject to review and approval under the U.S. Department of Housing and Urban Development.

 

 

BOARD OR COMMISSION RECOMMENDATION:

                     The Community Grants Advisory Commission approved the Annual Action Plan on June 16, 2010 and the Consolidated Plan on July 8, 2010.
