RECOMMENDED ACTION:                     

                                          Approval of the Resolution.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Hellas Construction, Inc., Texas for the construction of the McKinney Soccer Complex Phase 2 (PK 1906) for a total contract amount not to exceed $30,795,750.

 

                     City staff worked with LJA Engineering, Inc. on preparing the construction plans and specifications as needed for project bidding.

 

                     The evaluation committee, along with LJA support, recommends awarding the construction bid to Hellas Construction, Inc. in an amount of $29,395,750 along with a $1,400,000 contingency for a total not to exceed amount of $30,795,750.

 

BACKGROUND INFORMATION: 

                     This phase will convert the four northwestern fields (fields 5-8) to synthetic turf, upgrade fields 3 and 4 with high-quality natural grass, enhance the existing restroom/concession area plaza, renovate the championship field and modify parking areas.  Additional improvements include new fencing, adding shade for participants and spectators and adding pedestrian trail connectivity.

 

                     This will complete the renovations making this a state-of-the-art facility.

 

                     The City issued a Request for Competitive Sealed Proposals (25-02CSP) for the Construction of McKinney Soccer Complex Phase 2 on December 22, 2024.

o                     12 Historically Underutilized Business (HUB) Vendors were notified.

 

                     Out of 10,828 supplier notifications, three (3) proposals were received and opened by Procurement Services on January 23, 2204.  One proposal was deemed non-responsive.  Attached for your reference is the scoring summary matrix for 25-02CSP.

 

                     Submissions were evaluated on the following criteria:

o                     30 Points - Offeror’s Narrative Approach to Construction

o                     20 Points - Contractor and Subcontractor Qualifications

o                     50 Points - Proposal Price

 

                     Upon approval, construction should begin in April 2025 with a 365-day contract schedule

 

                     There is an accompanying item on the Council Agenda for the project authorizing a contract for materials testing.

 

FINANCIAL SUMMARY: 

                     This project (PK1906) is a FY24-25 Capital Improvements Program funded by parkland dedication monies and bond monies.

                     With approval of this item and accompanying materials testing contract $16,672 will remain in the project.

 

BOARD OR COMMISSION RECOMMENDATION:

                     On February 13, 2025, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
