RECOMMENDED CITY COUNCIL ACTION:

                     Approval of Resolution.

 

ITEM SUMMARY:

                     This resolution authorizes the City Manager to execute a contract in the amount of $722,500, as well as all required supplemental agreements thereto, with Binkley & Barfield Inc. for professional engineering design services for the FY 23 Combined Infrastructure Reconstruction (Tucker, Waddill) Project (CIP Project ST2309, WA2309 and WW2309), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $840,000.

 

BACKGROUND INFORMATION:

                     City of McKinney has investigated areas of concerns due to aging infrastructure. The FY24-28 Capital Improvement Program (CIP) includes funding for comprehensive infrastructure improvements are as follows:

o                     Waddill Street from Pearson Avenue to Tucker Street

o                     Tucker Street from Waddill Street to Board Street

o                     College Street from Jones Street to Lamar Street

o                     Board Street from Walker Street to Foote Street

                     Binkley & Barfield Inc. submitted a proposal for this project in the amount of $722,500.00 which has been reviewed by staff and is recommended for approval. Their scope includes the following elements:

o                     Basic Services (Design and Bid Phase Services)

o                     Special Services (Surveying for Design, Subsurface Utility Engineering, Geotechnical Investigation, Public Involvement, Environmental Investigation, registration with Texas Department License and Registration and Storm Sewer Design)

                     The fee for basic services is $461,000.00 and the fee for special services is $261,500.00. Design will include street pavement, on-street parking, underground utilities, storm sewer analysis and possible storm sewer design, pedestrian amenities, and other associated street elements.

                     Binkley & Barfield Inc. submitted a response to 21-42RFQ for On-call Utility Design Services and was one of thirteen (13) firms shortlisted by City Council on May 27, 2021.

                     Pending approval of this item, design would begin immediately.

FINANCIAL SUMMARY:

                     The Resolution authorizes a design contract and any necessary supplemental agreements with Binkley & Barfield Inc. for an amount not to exceed $840,000. Professional services under this contract will utilize the following projects:

o                     Project ST2309 - Fund 21 - Streets (64%) - $537,600.00

o                     Project WA2309 - Fund 20 - Utility - (20%) $168,000.00

o                     Project WW2309 - Fund 20 - Utility - (16%) $134,400.00

                     With the approval of this item, the following amounts will remain in the projects:

o                     ST2309 - $12,400.00

o                     WA2309 - $332,000.00

o                     WW2309 - $365,600.00
