RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract in the amount of $218,793.00, as well as all required supplemental agreements thereto, with Walter P. Moore and Associates, Inc. for professional engineering services for the Wilson Creek Aerial Wastewater Crossing Improvements Project (between S. Hardin Blvd. and McKinney Christian Academy, southwest of Bois D’Arc Road) (CIP Project CO2429), for a total aggregate contract amount, inclusive of any supplemental agreements, not to exceed $241,000.00.
BACKGROUND INFORMATION:
• The Capital Improvements Program (CIP) includes recurring programmed funding for major repairs and/or replacements of existing water and wastewater mains which have reached the end of their service life and/or have known maintenance concerns.
• CIP Fund 20 and Fund 62 include funding for the Wilson Creek Aerial Wastewater Crossing Improvements Project (between S. Hardin Blvd. and McKinney Christian Academy, southwest of Bois D’Arc Road).
• The project will include replacement of the existing bag wall that is deteriorating, and approximately 240 feet of existing 27” Sanitary sewer aerial crossing over Wilson Creek.
• The project will also consider additional structural improvements needed with the stream wall stabilization selected to replace the bag walls.
• Walter P. Moore and Associates, Inc. submitted a response to RFQ 24-12 for On-Call Miscellaneous Drainage and Floodplain Management Services. They were one of six firms shortlisted by City Council on March 5, 2024.
• Staff has negotiated a scope and fee from Walter P. Moore and Associates, Inc. for professional engineering services and construction administration services in the amount 218,793.00.
• The preliminary opinion of probable construction cost is $1,479,5300.
• The fee for basic services is $83,910.00 (5.67% of the engineer’s opinion of probable cost of construction) and the fee for special services is $134,883.00 (9.12% of the engineer’s opinion of probable cost of construction).
• Special services typically include franchise utility coordination, subsurface utility engineering, preparation of necessary right-of-way and/or easements, environmental investigations, hydraulic modeling, and limited construction administration.
• Staff is requesting approval of a not to exceed (NTE) amount of $241,000.00 in the event minor adjustments in the project scope are required during the design or construction administration services provided.
• Design of this project is anticipated to take approximately 6 months to complete with construction estimated to begin in Summer 2026.
FINANCIAL SUMMARY:
This Resolution authorizes a design contract and any necessary supplemental agreements with Walter P. Moore and Associates, Inc. for an amount not to exceed $241,100.00. Professional Services under this contract will utilize the following funding accounts:
o Project CO2429 -Fund 20 - Wastewater (72%) - $173,520.00
o Project CO2429 - Fund 62 - Drainage (28%) - $67,480.00
• With the approval of this item, $614,500.00 will remain in the Project CO2429.
