RECOMMENDED CITY COUNCIL ACTION: Conduct a Public Hearing to consider public input regarding the Substantial Amendment to the 2009-2010 Annual Action Plan of the Community Development Block Grant (CDBG) and then adopt the Resolution to approve the amendment.
ITEM SUMMARY:
• The CDBG Citizen Participation Plan states in the case of certain changes to the Consolidated Plan or an Annual Action Plan, the City will propose a substantial amendment and invite public comment, per Federal regulation 24 CFR subpart b, section 91.105 (c) and section 91.505 (a)(b).
• After a 30-day comment period, the McKinney City Council is required to hold a public hearing to consider any public comments regarding the amendment.
o The 30-day comment period began on January 29, 2010 - February 27, 2010. Public comments are required in writing, for submission later than February 27, 2010 for review and response by the CDBG Office.
o Public notice was published January 29, 2010 in the McKinney Courier Gazette and on the City’s Website under the Community Services Department.
• The proposed change to the Annual Action Plan was requested by:
o YMCA of Metropolitan Dallas, McKinney Branch
• Current Action Plan: The YMCA of Metropolitan Dallas, McKinney Branch was awarded $5,003 provide summer day camp services to youth ages 6-12 from the McKinney Housing Authority. The camp services would begin summer, 2010.
o Proposed Change: Change the location for the use of funds from YMCA of Metropolitan Dallas, McKinney Branch, to YMCA of Metropolitan Dallas, Collin County Adventure Camp (CCAC), located in Anna, Texas.
BACKGROUND INFORMATION:
• Staff has considered the amendment to the current plan and found the change will not negatively impact the Strategic Plan under the FY 2006-2010 Housing and Community Development Consolidated Plan.
• McKinney residents must benefit from the City of McKinney’s allocated CDBG funds. The youth of the McKinney Housing Authority will still gain the benefit of the day camp experience. The location change will adjust responsible site in the amended grant agreement and the agency’s insurance ACCORD.
• As the Annual Action Plan was reviewed and approved by the U.S. Department of Housing and Urban Development (HUD), the amendment and any written comments will be subject to review and approval by HUD.
• City Council approved the 2009-2010 Annual Action Plan on July 21, 2010 and the Plan was approved by the U.S. Department of Housing and Urban Development on October 13, 2010.
SPECIAL CONSIDERATIONS: N/A
FINANCIAL SUMMARY: The Substantial Amendment will not change the total grant allocation, nor will it change the agency’s public service grant award.
BOARD OR COMMISSION RECOMMENDATION: The Community Grants Advisory Commission approved the Substantial Amendment on January 27, 2010.
