RECOMMENDED CITY COUNCIL ACTION: Staff recommends that the public hearing be continued and the item tabled to the November 19, 2024 City Council meeting.
ITEM SUMMARY:
• As required by Chapter 9 (Implementation) of the Plan, staff has conducted a periodic review to consider Plan amendments or refinements based on experiences implementing the plan and external changes in the economy, demographics, technology, or other factors.
• An amendment to the Master Thoroughfare Plan incorporating the 380 Corridor and other associated roadway alignments was adopted by City Council in December 2023.
• As a result, the primary focus of the currently proposed amendments is to update the Preferred Scenario to incorporate the final alignment of these roadways into the Land Use Diagram and Individual District Strategies.
• Additionally, these amendments address changes to the Professional Center placetype in the Business and Aviation District and other clarifying changes and addressing other minor and non-substantive errors and typos.
PROPOSED AMENDMENTS
The Preferred Scenario includes the Land Use Diagram and designates unique districts throughout the city, with each district having a strategy for its growth and development. The addition of the 380 Corridor has necessitated a review of the Preferred Scenario to determine changes to the Land Use Diagram and individual district strategies.
A public engagement process was incorporated into the review of these changes, including two online surveys and an open house. Staff presented diagrams of the changes to the Land Use Diagram listed below to the public and generally received favorable feedback. The proposed amendments closely match the diagrams presented to the public.
The following are proposed updates to the Preferred Scenario in conjunction with the introduction of the 380 Corridor and associated updates to roadway alignments.
• Amending the placetypes in the Northridge District in Chapter 8 to include the Mixed Use Center placetype in two locations for a low-intensity, village-style development pattern, including changes to the Land Use Diagram, Description, and Strategic Direction.
• Refining the definition of the Mixed Use Center placetype in Chapter 3 to reference the district’s strategy in determining the appropriate intensity of development.
• Adding additional area in the Honey Creek Entertainment District for the Entertainment Center placetype, including changes to the Land Use Diagram and references to gateways.
• Adjusting the placetypes to minor changes in roadway alignments in the Agricultural Lifestyle, Business and Aviation, East Fork, Medical, and Northridge Districts.
• Adjusting the district boundary to minor changes in roadway alignments between the Business and Aviation and Homestead Districts.
• Revising the estimated growth by 2040 for households, population, and employment in all districts to reflect updates to placetypes.
In addition, staff conducted a review to consider amendments or refinements based on experiences implementing the plan and external changes or other factors. Locations with the Professional Center placetype were reviewed with this amendment to determine if changes were needed to better capture the intended development pattern in a given area. One area was identified in the Business and Aviation District as described below.
• Changing the Professional Center placetype in the Business and Aviation District in Chapter 8 to the Employment Mix placetype.
• Updating the Description and Strategic Direction for the Business and Aviation District in Chapter 8 to remove references to the Professional Center placetype.
Finally, staff is proposing a list of minor text and graphic updates as described below.
• Adding symbology to the East Fork District in Chapter 8 to reflect the potential locations for Neighborhood Commercial as described in the Strategic Direction.
• Removing area and changing district boundaries in the East Fork District and Agricultural Lifestyle District to reflect a transfer of land to New Hope’s Extra-Territorial Jurisdiction in the Land Use Diagram and Individual District Strategies in Chapter 8.
• Clarifying references to symbology and graphics in various districts in Chapter 8.
• Refining outdated text, maps, and charts in Chapters 4 and 8 to reflect changes necessitated by the amendments listed above.
BACKGROUND INFORMATION:
• As stated in the Implementation Section of the ONE McKinney 2040 Comprehensive Plan, periodic refinements to the plan are necessary to keep the plan up-to-date and calibrated to community changes, experiences implementing the plan and external changes in the economy, demographics, technology or other factors.
• Though these minor amendments have helped to keep the Comprehensive Plan current, they are considered non-substantive in nature and do not update the overall policy framework or guiding elements that were established in the ONE McKinney 2040 Comprehensive Plan.
• Staff conducted two rounds of public engagement to solicit feedback on the proposed changes, as follows:
o Round 1: May 2024
§ Online survey to highlight areas most impacted by the addition of the 380 Corridor with 242 responses
o Round 2: June 2024
§ In-person open house about proposed changes to the Honey Creek Entertainment and Northridge districts with 14 attendees
§ Online survey about proposed changes to the Honey Creek Entertainment and Northridge districts with 291 responses
§ Both methods of engagement included the same information and survey questions
OPPOSITION TO OR SUPPORT OF REQUEST:
• Staff has received no comments or phone calls in support of or opposition to this request.
BOARD OR COMMISSION RECOMMENDATION:
• On October 8, 2024, the Planning and Zoning Commission voted 7-0-0 to recommend approval of the proposed amendments to the ONE McKinney 2040 Comprehensive Plan.
