RECOMMENDED CITY COUNCIL ACTION:
• Staff recommends approval of the resolution.
ITEM SUMMARY:
• Staff has worked with the administrators at Collin County and agreed upon language for a new interlocal agreement for the provision of animal shelter services.
• Parties to the new agreement are,
o Collin County (“County”), the City of Anna, the City of Celina, the Town of Fairview, the City of Farmersville, the City of Frisco, the City of Lowry Crossing, the City of McKinney, the City of Melissa, the City of Princeton, and the Town of Prosper (each, a “City” and collectively, the “Primary Cities”), and City of Weston, Blue Meadow Municipal Utility District No. 1, East Collin Municipal Utility District No. 1, North Collin County Municipal Utility District No. 1, Van Alstyne Municipal Utility District No. 3, Magnolia Pointe Municipal Utility District No. 1, and Van Alstyne Municipal Utility District No. 2.
• The updated interlocal agreement will be for a period of five years with options for extensions provided.
BACKGROUND INFORMATION:
• In the fall of 2006, the City of McKinney along with the Cities of Anna, Celina, Fairview, Farmersville, Frisco, Lowry Crossing, Melissa, Princeton, and Prosper entered an Interlocal Agreement (ILA) with Collin County for the Facility Construction and Use of an animal shelter.
• The initial agreement had an initial term of 10 years with year-to-year automatic renewals after ten years.
• An extension to the original agreement was made in August of 2019, which is still in effect today.
• The new interlocal agreement proposed would replace the current agreement and be the governing document for the provision of shelter services between Collin County and all parties to the agreement moving forward.
FINANCIAL SUMMARY:
• The proposed funding level for the City of McKinney’s participation in the Collin County Animal Shelter in FY2026 is $546,693.
