ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Ed Bell Construction Company for the Construction of the US Highway 380 at Community Avenue Intersection Improvements Project (ST2011) for a total contract amount not to exceed $4,850,000.
BACKGROUND INFORMATION:
• Johnson, Mirmiran and Thompson, Inc. prepared the construction plans for the US 380 at Community Avenue Intersection Improvements Project.
• The scope of improvements under this project include:
o Conversion of single westbound left-turn lanes on US Highway 380 to a dual left-turn lane.
o Conversion of single eastbound left-turn lanes on US Highway 380 to a dual left-turn lane.
o Construction of a westbound right-turn lane on US Highway 380.
o Reconstruction of the eastbound right-turn lane on US Highway 380.
o Conversion of single southbound left-turn lanes on Community Avenue to a dual left-turn lane.
o Associated paving, drainage, grading, lighting, and sign/marking modifications at the intersection to accommodate the improvements.
• The City issued an Invitation to Bid (24-01CC) to solicit responses from qualified contractors for the US Highway 380 at Community Avenue Intersection Improvements.
o Advertised in the McKinney Courier Gazette and Celina Record
o Posted on McKinney TV
o 1139 matching eBid Supplier Notifications which included fifty-three (53) Historically Underutilized Business (HUB) suppliers.
• Out of 1139 supplier notifications, one (1) bid was received and opened by Procurement Services on July 25, 2024. The following is a summary of the bids:

• Ed Bell Construction Company submitted the low bid in the amount of $4,219,078.27.
• Ed Bell Construction Company submitted references and qualifications that were verified in accordance with the bid specifications as shown in the attached letter of recommendation.
• The contract documents require that this project be substantially completed within 156 calendar days after issuance of the Notice to Proceed, which is expected to be issued in October 2024. Construction is expected to be complete by March 2025.
• All necessary right-of-way and easements have been acquired for this project in order to construct the proposed improvements.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Ed Bell Construction Company for an amount not to exceed $4,850,000.
• Grant funding for the project (ST2011) has been included in the FY2024-2028 Capital Improvements Plan in the amount of $1,200,000.
• With the approval of this item for the US Highway 380 at Community Avenue Intersection Improvements Project, $253,892.57 will remain in Project ST2011.
