RECOMMENDED CITY COUNCIL ACTION: Staff recommends approval of the proposed amendments.

 

ITEM SUMMARY: The purpose of these amendments is to update Appendix 2B (McKinney Town Center MTC) to include specific criteria for several uses and to make corrections and other minor updates. The proposed amendments include:

 

                     Nonsubstantive editorial changes including typos, reference updates, and clarifications to various sections of Appendix 2B; and

 

                     Substantive changes to use regulations, and development standards to Appendix 2B.

 

PROPOSED AMENDMENTS

 

                     Staff proposes nonsubstantive editorial changes including typos, reference updates, and clarifications to Appendix 2B (McKinney Town Center MTC).

 

                     Staff proposes amendments to Appendix 2B, Section 6 (Schedule of Permitted Uses), adding criteria for “commercial entertainment, indoor”, “reception/event center, indoor”, “community garden”, “transportation station”, and “vehicle repair, minor”.

 

BACKGROUND INFORMATION: 

                     On March 31, 2025, City Council adopted an ordinance that updated the City’s development regulations to bring the MTC (McKinney Town Center) zoning district and Appendix 2B generally into better conformance with the rest of the UDC (Unified Development Code).

 

                     At that time, new and additional criteria were proposed for multiple uses in the MTC.

 

                     This amendment adds use-specific criteria that was intended to be added in the previous amendment.

 

OPPOSITION TO OR SUPPORT OF REQUEST: Staff has received no letters of support to this request and no letters of opposition. This does not include emails or letters that may have been sent directly to members of the Council. As part of the Planning and Zoning Commission Public Hearing(s), Staff has not received any citizen comments through the online citizen portal.

 

BOARD OR COMMISSION RECOMMENDATION: On May 13, 2025, the Planning and Zoning Commission voted 7-0-0 to recommend approval of the proposed amendments.
