RECOMMENDED COMMISSION ACTION:
• The Community Grants Advisory Commission will deliberate to determine funding recommendations to City Council for Approval.
ITEM SUMMARY:
• The City receives funds from the Opioid Abatement Settlement Fund to address opioid-related harms in the community.
• The City received a total of $134,185 from the fund for 2025; and Police and Fire will use $80,400.
• The remaining $53,785 was made available to non-profit organizations through the 2025-26 Opioid Grant application process.
BACKGROUND INFORMATION:
• On April 1, 2025, the City received a total of $134,185 for the 2025 distribution from the Opioid Abatement Settlement Fund, under the Texas Treasury Trust. Political subdivisions may use their discretion to spend their allocated share of the funds, as long as the funds are used to address opioid-related harms in their communities and abide by state and federal laws. Reference to Texas Government Code 403.506(c)(1).
• The Community Grants Advisory Commission will conduct public hearings for use of funds by eligible non-profit organizations.
• Notices for potential funding were issued to the public on the city’s website and mailings. Interested applicants received an opportunity for optional grant informational meetings prior to submission of the grant proposal. Funding will be available within the reporting period, ending September 30, 2026.
FINANCIAL SUMMARY:
• McKinney City Council amended the FY 2025-2026 Annual Budget on October 6, 2025, by appropriating $134,185, under the following distribution:
o $ 80,400 to McKinney Public Safety (Fire & Police Departments)
o $ 53,785 to the Housing & Community Development, under the FY26 Opioid Settlement Application process.
