RECOMMENDED CITY COUNCIL ACTION:
• Approval of the Ordinance.
ITEM SUMMARY:
• This Ordinance will accomplish the following:
o Establish speed limits on the following roadways:
§ Bloomdale Road from Community Avenue to Hardin Boulevard.
§ Collin McKinney Drive from Lake Forest Drive to Hardin Boulevard.
§ Coughlin Parkway from Stonebridge Drive to C.R. 168.
§ Northbound Custer Road (FM 2478) from Sam Rayburn Tollway (SH 121) to Westridge Boulevard.
§ Custer Road (FM 2478) from University Drive to 500 feet north of Rhea Circle Drive.
§ Hardin Boulevard from Fair Timber Way to C.R. 201.
§ Hardin Boulevard from FM 543 to Olympic Crossing.
§ Independence Parkway from Virginia Parkway to a point 1425 feet north of Bluestem Drive.
§ Ridge Road from University Drive (U.S. 380) to Wilmeth Road.
§ Ridge Road from Bloomdale Road (C.R. 123) to Limestone Avenue.
§ Stonebridge Drive from Lemon Tree Place to Coughlin Parkway.
§ Taylor-Burk Drive from Hardin Boulevard to Bloomdale Road (C.R. 164).
§ University Drive (U.S. 380) from Custer Road (FM 2478) to 310 feet east of Red Bud Drive.
§ Wilmeth Road from Lake Forest Drive to Hardin Boulevard.
o Modify the boundaries of the current speed limit of Trinity Falls Parkway.
o Repeal the section of the Code of Ordinances that establishes speed limits only on certain alleys.
o Modify the Code of Ordinances that establishes speed limits on alleys.
BACKGROUND INFORMATION:
• The current speed limits of the roadways in McKinney along local arterials, Collin County Roads, and Texas Department of Transportation roadways and highways are defined in Chapter 62 and Article II of the Code of Ordinances.
• Construction has been completed of several segments of arterial roadways, like Ridge Road from US 380 to Wilmeth Road, and Wilmeth Road from Lake Forest Drive to Hardin Boulevard. Several county roadways were reconstructed as four-lane divided arterial roadways and some arterial roadways were constructed as development was completed.
• When developing a recommendation for a speed limit, the following factors should be considered:
o The design speed of the roadway.
o The established speed limit on adjacent sections of the same roadway.
o The adjacent land uses along the roadway.
• The design speed of the most arterial roadways is 45 mph, but the design speed of Taylor-Burk Drive is 40 mph.
• The land use along most of these roadways is currently residential with some commercial development.
• Based on the design speed of these roadways and established speed limits along similar arterial roadways in McKinney, a speed limit of 40 mph is recommended along the segments of these roadways except for Custer Road (FM 2478) and University Drive (U.S. 380) as described below.
• Approval of this Ordinance will extend the current speed zone limits for the entire length of the roadways.
• Per Ordinance 2024-04-18, the northbound lanes of Custer Road (FM 2478) between Sam Rayburn Tollway (SH 121) and Westridge Boulevard were annexed into the McKinney city limits. This Ordinance will set the speed limit at 50 mph which is the currently posted speed limit along Custer Road (FM 2478) by Texas Department of Transportation.
• Per Ordinance 2024-09-73, Custer Road (FM 2478) between University Drive (U.S. 380) and south of Laud Howell Parkway (FM 1461) was annexed into the McKinney city limits. University Drive (U.S. 380) between Custer Road (FM 2478) and 310 feet east of Red Bud Circle was also annexed. This Ordinance will set the speed limit at 50 mph which is the currently posted speed limit along Custer Road (FM 2478) and 55 mph which is the currently posted speed limit along University Drive (U.S. 380) by Texas Department of Transportation.
• The current McKinney city limits along Trinity Falls Parkway is located 250 feet south of Imperial Boulevard. This Ordinance will remove the speed limit of Trinity Falls Parkway outside the McKinney city limits.
• This Ordinance will remove the Section that established speed limits only in certain alleys in McKinney and modifies the Code of Ordinances to establish a speed limit in alleys consistent with State Law.
FINANCIAL SUMMARY:
• Funds needed for any additional speed limit signage is provided by the engineering department’s operating budget
