RECOMMENDED ACTION:
• Approval of the Resolution
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with T.F. Harper & Associates LP of Buda, Texas for the construction of the McKinney Greens Neighborhood Park (PK 2109) for a total contract amount not to exceed $2,380,000.00.
• City staff worked with LJA Engineering, Inc. on preparing the construction plans and specifications as needed for project bidding.
• Staff, along with LJA Engineering, Inc. support, recommends awarding the construction bid to T.F. Harper & Associates LP in an amount of $2,245,535.24 along with a $134,464.76 contingency for a total not to exceed amount of $2,380,000.00.
BACKGROUND INFORMATION:
• The proposed project will include constructing a neighborhood park and will include amenities such as:
o Play structure
o Walking paths
o Boardwalk
o Shade structure
o Parking lot
• The City issued Invitation to Bid 24-21CSP, Construction of McKinney Greens Neighborhood Park on March 31, 2024.
o Advertised in McKinney Courier Gazette
o Posted on McKinney TV
o 1223 matching eBid Supplier Notifications
o 58 Historically Underutilized Business (HUB) Vendors were notified.
• In response to all notices published, four (4) bids were received on April 18, 2024, from:
o Gilbert May, Inc. dba Phillips/May Corporation
o Ratliff Hardscape, Ltd
o T.F. Harper & Associates, LP
o Tegrity Contractors, Inc.
• Submissions were evaluated on the following criteria:
o 25 Points - Capability to Perform Work
o 35 Points - Contractor and Subcontractor Qualifications
o 40 Proposal Price
• Upon approval, construction should begin in June 2024 with a 240-day contract schedule
FINANCIAL SUMMARY:
• This project (PK2109) is a FY23-24 Capital Improvements Program funded by MCDC funds and bond monies.
• Upon approval of this item and companion item to increase the budget of this project, $479,732.83 will remain in PK 2109
BOARD OR COMMISSION RECOMMENDATION:
• On May 9, 2024, the Parks, Recreation and Open Space Advisory Board recommended to City Council the award of the construction contract.
