RECOMMENDED ACTION:                     

Approve a Resolution Authorizing the City Manager to Approve and Execute an Amendment to the Professional Services Contract with Alliant Insurance Services, Inc., the City’s Designated Broker of Record, or one or more separate agreements presented by and through said Broker of Record, for the Purchase of Certain Layered Excess or Surplus Insurance Coverages to Protect the City’s Interests for the Policy Period Beginning October 1, 2026.

 

ITEM SUMMARY: 

                     This Resolution authorizes the City Manager to approve and execute an amendment to the Professional Services Contract with Alliant Insurances Services, Inc., the City’s designated Broker of Record, (“Alliant”) or one or more separate agreements presented by and through Alliant, for the purchase of certain layered excess or surplus insurance coverages in a cumulative amount not to exceed $ 1,500,000 from the various Insurance Carriers that have been identified by Alliant and which have agreed to provide excess or surplus insurance coverage policies in amounts that exceed the City’s Retainage Amount under the City’s Self-Funded Self-Insurance Program for City-Owned Real and Personal Property, Airport Liability, and Environmental Liability to protect the City from a catastrophic event. 

 

BACKGROUND INFORMATION: 

                     The Human Resources, Legal, and Procurement Departments have collaborated and worked together to prepare the Self-Funded Self-Insurance Program that is also on the City Council’s Agenda.

                     Establishment of and funding for the Self-Funded Self-Insurance Program is a required prerequisite to this item.

                     The City Council awarded the contract to serve as the City’s Broker of Record to Alliant Insurances Services, Inc., (“Alliant”) on April 7, 2026.

                     Alliant worked with the Human Resources Department to identify the City’s insurance needs and marketed the resulting layered excess or surplus insurance coverage program including real and personal property, airport liability, and environmental liability.

                     The Human Resources Department collaborated with Alliant throughout the marketing, evaluation and recommendation process.

                     A total of 50 insurance markets were approached by Alliant to maximize competition and secure the best available coverage and pricing for the City.

                     The recommended Self-Funded Self-Insurance Program will become effective on October 1, 2026.

                     The total annual cost of the recommended layered excess insurance program will be in an amount not to exceed $1,500,000 for the 2026-2027 Fiscal Year.

 

FINANCIAL SUMMARY: 

                     Funding for the $1,500,000 not to exceed amount in insurance premiums is available in FY26/27 budget account 015-2111-413-8503.
