PROPOSED ZONING: The applicant requests to rezone the subject property to TR1.8 - Townhome Residential District generally for Single-family residential uses.
The proposed "TR1.8" - Townhome Residential District of .395 acres is located along the West side of North Kentucky Street. It falls within the Historic Town Center of the ONE McKinney Comprehensive Plan and is designated as the Residential sub-placetype. Surrounding properties to the East are currently zoned Duplex Residential and host Duplex - Residential uses. The TR1.8 - Townhome Residential District permits attached Single-family, Duplex, Triplex, and Quadplex uses. This rezoning allows the applicant to develop denser Single-Family use types that are in line with the city’s vision for the Historic Town Center. Given that the request aligns with the comprehensive plan and uses of neighboring properties, Staff supports the proposed Townhome Residential Zoning.
CONFORMANCE TO THE ONE MCKINNEY 2040 COMPREHENSIVE PLAN: A key aspect of the ONE McKinney 2040 Comprehensive Plan is to provide direction related to desired development patterns in the city and to inform decisions related to the timing and phasing of future infrastructure investments. To assist in guiding these decisions, the plan includes a set of Guiding Principles that provide overall guidance and a Preferred Scenario and Land Use Diagram that illustrates the desired development patterns in the city. The Preferred Scenario and Land Use Diagram are built upon a series of distinctive districts, each with a specific purpose, focus and market. Each district consists of a mix of placetypes that identify the predominate land uses and desired pattern of development for the district.
• Guiding Principles:
The proposed rezoning request is generally in conformance with the Guiding Principle of “Diversity (Supporting our Economy and People)” established by the Comprehensive Plan.
• Preferred Scenario and Land Use Diagram Characteristics:
Per the Preferred Scenario and Land Use Diagram, the subject property is located in the Town Center District. The Town Center District includes the community’s historic commercial core and its surrounding neighborhoods west of State Highway 5. Since this is the oldest part of McKinney, it is largely developed. The area will continue to thrive through investment in adaptive reuse of existing buildings and infill development on currently vacant or underutilized parcels. Rezoning this parcel to TR1.8 - Townhome Residential District permits denser single-family residential uses on the property and supports the preferred scenario within the Residential sub-Placetype of the Town Center District.
• Land Use Diagram Compatibility:
When considering land use decisions, the City should determine that a project aligns with the Land Use Diagram and/or meets a majority of the plan’s established criteria to be considered compatible with the Land Use Diagram. The proposed rezoning request aligns with the Residential placetype of the Historic Town Center District; is in conformance with the Land Use Diagram and should be compatible with the surrounding properties. The subject property is designated as the Historic Town Center Residential Sub-placetype. Historic Town Center - Residential describes the established urban neighborhoods surrounding downtown. Attached residential structures, including townhomes, patio-homes, and duplexes, are desirable land uses within this sub-Placetype.
