STAFF RECCOMENDATION: Staff recommends approval of the proposed site plan with the following conditions:

1.                     The applicant receive approval of the following Design Exceptions:

a.                     Sloped roofs with 8:12 pitch on all buildings in lieu of flat roofs required by Appendix 2B.8.5.l.3.l. of the UDC.

b.                     Corrugated metal roof panel finish on all sloped roofs in lieu of materials required by Appendix 2B.8.5.1.5.V of the UDC.

c.                     43.2% glass area on "A" street facade in lieu of required 65% glass area by Appendix 2B.8.5.1.4.Vlll of the UDC.

d.                     Use of 100% wood lap siding on Building 1, and reclaimed wood siding on Building 2 in lieu of required 50% masonry required by 5206.F.5.d.l.a of the UDC.

e.                     Perimeter fence material to be 6'-0" high steel mesh in lieu of maximum height of 4'-0" required by Article 704 B of the UDC.

2.                     The applicant revise the site plan to label the measurements of the size of the garbage enclosure.

3.                     The applicant revise the site plan to include all necessary changes per the Fire Marshal's Office.

4.                     The applicant revise the site plan to include all necessary changes per the Engineering Department.

5.                     The applicant revise the landscape plan to include all necessary changes per the Planning Department.

 

Prior to issuance of a building permit:

 

1.                     The applicant satisfy the conditions as shown on the Standard Conditions for Site Plan Approval Checklist, attached.

 

ITEM SUMMARY: The applicant aims to restore and preserve the existing .38-acre historic lumberyard site at 600 East Louisiana Street.

 

This site is in the “MTC” - McKinney Town Center Zoning District and follows the requirements of the Transit Village Edge. Site plans within the MTC can typically be approved administratively by Staff; however, the applicant has requested Design Exceptions to the building design and building form requirements of the MTC.  

 

PLATTING STATUS: The subject property is currently platted.

PARKING: The applicant has satisfied the minimum parking requirements as specified within Section 206E (Vehicle Parking and Loading) of the Unified Development Code.

 

LOADING SPACES: The applicant has satisfied the minimum loading space requirements as specified within Section 206E (Vehicle Parking and Loading) of the Unified Development Code.

 

SOLID WASTE CONTAINERS: The sanitation container screening walls will be brick, stone masonry or other architectural masonry finish, including a metal gate, primed and painted, and the sanitation container screening walls, gate, and pad site will be constructed in accordance with the City of McKinney Design Specifications. A condition of approval is that the applicant provides the required notation on the proposed site plan.

 

LANDSCAPING REQUIREMENTS: The applicant has satisfied all landscaping requirements of the “MTC” - McKinney Town Center Zoning District of the Zoning Ordinance.

 

SCREENING REQUIREMENTS: A condition of approval is that the applicant provides the required notation stating that all mechanical, heating, and air conditioning equipment shall be screened from the public right-of-way and from adjacent residential properties.  The applicant has properly screened all mechanical, heating, and air conditioning equipment and sanitation container; and thus has satisfied the minimum requirements as specified in Section 206C (Screening) of the Unified Development Code.

 

BUILDING SITE AND DESIGN STANDARDS:  Within the “MTC” - McKinney Town Center Zoning District, the Architectural Standards of the Unified Development Code (Section 206F) do not apply. The applicant is instead responsible for meeting the requirements of the Building Site and Design Standards of the MTC. With the submission of a site plan, the MTC requires that elevations are provided and approved with the site plan. As proposed, the site plan and building elevations do not meet the following Building Site and Design Standards of the MTC:

 

The applicant has requested Design Exceptions to these requirements, discussed further below.

 

1.                      Required low pitched roofs with parapets for commercial and mixed use buildings;

 

2.                     Required roof materials externally finished in one or more of the following materials: copper, architectural metal, slate, synthetic slate, or similar materials.

 

3.                     Required minimum of 65% façade area to have transparent storefront windows for ground floor facades along all Pedestrian Priority “A” Streets;

 

4.                     Required minimum of 50% masonry finishing materials required for all elevations for buildings that are 3 stories or less in height;

 

5.                     Wherein the MTC, the maximum fence height is 4 feet on the side yard for corner lot properties and where wire fences are prohibited.

 

Staff supports the Design Exception request to deviate from the roof, façade, and fencing requirements as the applicant aims to restore and preserve the character of the original building. The applicant’s intent to replicate the original architectural style of the structures promotes preservation and illustrates a creative instance of adaptive reuse.

As such, Staff recommends approval of the proposed Site Plan.

 

 

TREE PRESERVATION ORDINANCE: The applicant will be responsible for complying with the Tree Preservation Ordinance.  The applicant has stated submitted a tree survey, subject to review and approval of City Staff.

 

OPPOSITION TO OR SUPPORT OF REQUEST: Staff has received no letters of support to this request and no letters of opposition. This does not include emails or letters that may have been sent directly to members of the Council. As part of the Planning and Zoning Commission Public Hearing(s), Staff has not received any citizen comments through the online citizen portal.
