RECOMMENDED CITY COUNCIL ACTION:
• Approval of Resolution.
ITEM SUMMARY:
• This Resolution authorizes the City Manager to execute a contract and all necessary change orders with Mountain Cascade of Texas, LLC. for the Honey Creek Sanitary Sewer Trunk Main Project (CIP Project WW1638) for a total contract amount up to a not to exceed amount of $13,000,000.
BACKGROUND INFORMATION:
• This Resolution is related to a previous Agenda Item (24-1924), dated September 3, 2024, regarding an Interlocal Cooperation Agreement between the City of Mckinney and the North Texas Municipal Water District (NTMWD), for Honey Creek Interceptor Improvements.
• Per the Wastewater Master Plan, and the Interlocal Agreement with NTMWD, a new 48-inch to 42-inch sanitary sewer trunk main generally along Honey Creek (from SH 5 to northwest of US 75) is needed to convey projected wastewater flows in the City’s Honey Creek Sewer Basin.
• Construction of the master planned wastewater main will support upcoming and future development in the northwest quadrant of the Honey Creek District.
• HDR Engineering Inc. prepared the construction plans and specifications for this project.

The City issued a request for proposals (25-15CSP) to solicit responses from qualified contractors for the construction of Honey Creek Sanitary Sewer Trunk Main Project (WW1638).
o Advertised in the McKinney Courier Gazette and Celina Record.
o Posted on McKinney TV.
o 5,991 matching Bonfire Supplier Notifications which included 42 historically underutilized businesses (HUB) suppliers.
• Nine (9) competitive sealed proposals were received and opened by Procurement Services on Thursday, July 17, 2025.
• The Competitive Sealed Proposal (CSP) evaluation process was selected to offer the City the opportunity to evaluate the best overall value of potential contractors due to the complexity of the project.
• An evaluation team comprised of two City employees and one employee from HDR Engineering, Inc. reviewed and discussed the proposal based on the following criteria:
o Maximum 30 Points: Offeror’s Narrative Approach to Construction
o Maximum 20 Points: Contractor and Subcontractor Qualifications
o Maximum 50 Points: Proposal Price

• Mountain Cascade of Texas, LLC submitted the recommended proposal with a bid of $11,754,364.00.
• Mountain Cascade of Texas, LLC submitted references and qualifications that were evaluated in accordance with the bid specifications as shown in the attached Letter of Recommendation dated August 5, 2025.
• Mountain Cascade of Texas, LLC. has successfully completed similar construction projects in various Texas Cities.
• The contract documents require that this project be substantially completed within 360 calendar days and after issuance of the Notice to Proceed, which is expected in October 2025. Construction is expected to be substantially complete by October 2026. An additional 30 calendar days are allowed to reach final completion. Final completion is expected in December 2026.
• Staff recommends awarding Mountain Cascade of Texas, LLC the construction contract for the Honey Creek Sanitary Sewer Trunk Main Project.
• There is an accompanying item on the Council Agenda for the project authorizing a contract for materials testing.
FINANCIAL SUMMARY:
• This Resolution authorizes a contract and all necessary change orders with Mountain Cascade of Texas, LLC for an amount not to exceed of $13,000,000.00.
• With the approval of this item and accompanying materials testing contract, $2,744,606 will remain in WW1638.
